COUNCIL ACTION FORM
SUBJECT: UPDATE TO SNOW ROUTE ORDINANCE
BACKGROUND:
During efforts to update the snow route maintenance maps, it was discovered that there
are locations where snow route designations need to be updated. The proposed
changes reflect minor adjustments to routes traveled by CyRide buses. The first group
will be removed from the Municipal Code as being designated as a snow route tow
away zones. This action will cause these streets to continue as priority snow routes
(designated as "Blue Routes"), but to be free of any towing requirement as designated
for Red Routes. The second group includes corrections to the street names and limits of
the street segments, while the third group represents new streets that are now used by
CyRide buses.
Public Works, CyRide, and Police staff all worked together to create a list of streets to
be modified or removed from the snow ordinance, as listed below (see map in
Attachment A).
Removals from existing Municipal Code:
• Abraham Drive: Between its intersection with Todd Drive and its intersection with
Lincoln Swing.
• Buchanan Drive: From the west line of Hoover Avenue to its intersection with
Eisenhower Avenue.
• Chilton Avenue: From Harrison Road to Bloomington Road
• Country Club Boulevard: From the east line of Ash Avenue to its intersection with
Cessna Avenue.
• Eisenhower Avenue: From its intersection with Buchanan Drive to its intersection
with Hayes Avenue.
• Garfield Avenue: From its intersection with Ross Road to its intersection with
Phoenix Avenue.
• Green Hills Drive: From Elwood Drive to Oakwood Road.
• Harrison Road: From GW Carver Avenue to Chilton Avenue.
• Hayes Avenue: From Twentieth Street to the intersection with Eisenhower
Avenue.

• Hickory Drive: From the north line of Lincoln Way to its intersection with Woodland
Street.
• Lincoln Swing: From its intersection with Abraham Drive and its intersection with
Beedle Drive.
• Oakland Street: From Franklin Avenue to Hyland Avenue.
• Phoenix Avenue: From the east line of North Dakota to its intersection with
Garfield Avenue.
• Ross Road: From the west line of Hyland Avenue to the west line of Garfield
Avenue.
• Woodland Street: From its intersection with West Street to its intersection with
Hickory Drive.
Modify existing Municipal Code to read:
• Airport Road: From the west line of Duff Avenue to the east line of Elwoed Drive,
University Boulevard.
• Elwood QFmye University Boulevard: From the south line of Lincoln Way to the
south corporate limits.
• Mortensen Road & Mortensen Parkway: From the west line of Elwood Dr;,,o
University Boulevard to the west end of Mortensen Road.
• Oakwood Road: From its intersection with State Avenue, east, to its intersection
with n"-^ University Boulevard.
• South Sixteenth Street: From the west line of Duff Avenue to the east line of
Elwood Drive University Boulevard.
• South East Fifth Street: From South Duff east to its east eRd eastern end.
• State Avenue: From its intersection with Lincoln Way, south, to its intersection with
Oakland R Oakwood Road.
• Todd Drive: From its intersection with Thackeray Drive to its intersection with
South Dakota Avenue.
• West Street: From the west line of Sheldon to its intersection with Woodland
Avenue Hyland Avenue.
Additions to Municipal Code:
• South Dayton Place: From its intersection with South Dayton Avenue to its
southern end.

• South Bell Avenue: From its intersection with Lincoln Way to South East Sixteenth
Street.
• South Grand Avenue: From its intersection with Lincoln Way to its southern end.
ALTERNATIVES:
1. Direct the City Attorney to draft an ordinance modifying Section 22.9, "Snow
Routes Designated," in the Municipal Code.
2. Direct staff to make further revisions to this list of designated snow routes.
3. Do not approve these changes.
MANAGER'S RECOMMENDED ACTION:
This approval will be the final 2009 update to the Snow Route Ordinance. The intent of
these revisions is to maximize the efficiency of snow removal in Ames, thereby
providing the highest level of customer service possible to our residents. These
modifications will remove the requirement for citizens to move their cars off of certain
"Blue Routes," thus increasing available on-street parking in a few areas without
compromising the overall quality of snow removal within the City.
Therefore, it is the recommendation of the City Manager that the City Council adopt
Alternative No. 1, thereby directing the City Attorney to draft an ordinance modifying
Section 22.9, "Snow Routes Designated," of the Municipal Code.
