I will pull this from Tuesday's Council agenda. I'd also ask for each of your help to keep this moving in the following ways. Judy & Becki are pulling together a concise form of the rural water ordinance text changes for all of us to review one last time. If any of you see a need for changes, please let Judy know ("cc-ing" everyone else so we stay in the loop). If a brief follow-up meeting is needed to coordinate anything, let's meet by 9/15. Next week, John Dunn will add rate language to the CAF. John, please then put it into the "T" drive folder for the 9/22 Council meeting. Everyone else then please pull that up, make any needed changes, and put your initials in red up at the top. Regarding other Chapter 28 changes not related to the rural water utility, David and John D. please outline those and then go over them with me. We'll then give them to Judy as part of a second package of changes to take to Council as soon as they're ready. As John describes below, this will keep us on a clear track with Council to get the rural water utility created. John Joiner, would you please explain to John Forth how we've not been able to pull all this together for Tuesday's meeting, but that we'll have it on for first reading on 9/22? It would then be appropriate for him to ask Council to consider passing it on combined 2nd/3rd readings on 10/13. Thanks again to all of you for keeping these needed changes moving forward. We do have a number of other miscellaneous code changes that we would like to make to Chapter 28, but they are completely unrelated to the rural water ordinance. While I would be okay trying to accomplish all of them at one time, I would be afraid that it would be confusing for Council and for the public. Those other changes are not time-sensitive, and I would be glad to hold them in reserve until the rural water changes are completed. Delaying until Sept 22 would also be preferable for me, in that I would be able to be present at the Council meeting. I will be attending the City of Kelley council meeting on Sept 8 to discuss a possible wholesale water agreement. John R. Dunn, P.E. As I see it, we still need to do the following before tomorrow afternoon: • Finish writing up"before& after" language, or other clear code language, to show Council what we're adding and what we're changing • Describe to Council in the CAF how Water is consolidating rate sections, etc. • Each of us taking one final, thorough look at the code language to make sure it's exactly what we need/mean This morning Judy also told me of additional changes David would like to include in this Code revision. If time allows, it would be good to include other changes when we're already amending chapter 28. However, I've not yet seen those changes myself or had a chance to learn about them from David. We'll also need to change Judy's code language to include those additions, have them double-checked for accuracy, and write a new section in the CAF to describe the changes for Council. Finally, did I mention that John D. and Becki Rippke are out tomorrow afternoon? Haste ofttimes leads to errors that need correcting later, so I'm not anxious to push this through unless every one of us can accomplish everything described above. Otherwise, we'll need to delay this to Sept. 22.
