Dear Affected Taxing Entity:
The City of Ames is preparing an urban renewal plan and considering the establishment
of an urban renewal area which will provide for the division of revenues from taxation
(tax increment financing) as allowed for in Code of Iowa Chapter 403.19. As part of the
process, the City of Ames is enclosing a copy of the draft urban renewal plan to you, an
affected taxing entity. In accordance with Code of Iowa Chapter 403.5 (2), you are
cordially invited, or to appoint a representative who is invited, to attend a consultation
with the Ames City Council on December 16 in the City Council Chambers of City Hall,
515 Clark Avenue in Ames. The meeting will begin at 6:30 P.M., immediately prior to
the regularly scheduled meeting of the City Council.
Following the consultation, you or your appointed representative will have seven(7) days
within which to submit "written recommendations for modifications to the proposed
division of revenue." These recommendations may be sent to City of Ames, Attn: Steve
Schainker, 515 Clark Avenue, PO Box 811, Ames, IA 50010.
The City will review any correspondence from you and submit our written response no
later than seven(7) days prior to the public hearing on the adoption of the urban renewal
plan. You will be mailed a copy of the notice of a public hearing when it is sent for
publication.

Resolution to Adopt an Urban Renewal Plan
Whereas the Ames City Council directed the City Manager to establish an Urban
Renewal Area and to create a Tax Increment Finance district for an Urban Renewal
Project on South Bell Avenue; and
Whereas an Urban Renewal Plan (Plan) was created as required by Code of Iowa Chapter
403; and
Whereas the Plan was referred to the Ames Planning and Zoning Commission which
recommended that the Plan conforms with the Land Use Policy Plan of Ames; and
Whereas the Ames City Council confirms that the Plan conforms with the Land Use
Policy Plan; and
Whereas the Ames City Council has determined that the proposed Urban Renewal Project
is necessary and appropriate to facilitate the proper growth and development of the
community in accordance with sound planning standards and local community
objectives; and
Whereas the Plan was prepared in accordance with the requirements of Code of Iowa
Chapter 403.17(24) in that the Plan:
a) Conforms to the general plan for the municipality as a whole;
b) Indicates the zoning changes, existing and future land uses, the local objectives
respecting development related to the future land uses, and the need for public
improvements within the Urban Renewal Area; and
c) Includes a list of current debt obligations of the City, the current constitutional
debt limit of the City, and the proposed amount of indebtedness to be incurred;
and
Whereas the City did publish a notice of public hearing stating this day as the date of said
public hearing and conducted said public hearing,
Now therefore be it resolved that the Ames City Council does hereby adopt the Urban
Renewal Plan for Urban Renewal Area Number 5.

Resolution to Establish an Urban Renewal Area
Whereas the Code of Iowa Chapter 403 allows municipalities to undertake certain
defined activities known as Urban Renewal Projects; and
Whereas these Urban Renewal Projects can be accomplished in defined Urban Renewal
Areas adopted in accordance with an approved Urban Renewal Plan; and
Whereas there exists in the City of Ames an economic development area where, in the
interests of public health, safety, or welfare of the residents of Ames, the City wishes to
encourage the development of this economic development area; and
Whereas the City Council caused to be prepared an Urban Renewal Plan and, after proper
procedure as described in Code of Iowa Chapter 403.5, adopted said Urban Renewal Plan
by resolution; and
Whereas the proposed Urban Renewal Area is described in the Urban Renewal Plan as
Urban Renewal Area Number 5;
Now therefore be it resolved that the Ames City Council does hereby designate Urban
Renewal Area Number 5 as an Urban Renewal Area allowing the proposed Urban
Renewal Project to be undertaken using the powers granted to the City under the State of
Iowa Urban Renewal Law.

ORDINANCE NO.
AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY OF
AMES,IOWA,BY ADDING A NEW SECTION 24.16 TO ESTABLISH A THIRD
TAX INCREMENT FINANCING DISTRICT.
BE IT ENACTED,by the City Council for the City of Ames, Iowa,that:
Section One. The Municipal Code of the City of Ames, Iowa shall be and the same is
hereby amended by adding a new Section 24.16 as follows:
"Sec. 24.16. THIRD TAX INCREMENT FINANCING DISTRICT.
The property in the City of Ames Urban Renewal Area Number 5, said property
being more specifically described as:
Outlot `Z', Four Seasons Park Subdivision, and
Parcel `L', in the SW 1/4 of Section 7, T83N,R23W.
Is hereby made subject to property tax division and special fund provisions of Section
403.19 Code of Iowa"
Section Two. This ordinance shall be in full force and effect from and after its passage
and publication as required by law.
