PROCEDURE FOR ADOPTION OF
HE ORDINANCE CREATING THE TIF DISTRICT.THE
URBAN RENEWAL PLAN

December 9: Staff prepares the plan and presents it to the City Council. The City

ion for a recommendation. The
Council refers it to the Planning and Zoning e for then consultation to be held January 6.
City Council can also appoint a representative
December 10: The City mails out an invitation with a draft of the plan to the taxing
entities for the January 6 consultation.
December 17: The Commission reviews the plan and forwards its written
recommendation to the City Council.No official public hearing is required but public
input may be gathered. The scope of the recommendation is limited: does it conform to
the LUPP.
January 6: The consultation is held at the City Council meeting. The Council sets
January 27 as the date of the public hearing.
January 13: The taxing entities may make recommendations for modifications to the
plan within 7 days of the consultation.
January 20: The City responds to the comments from the taxing entities no less than 7
days prior to the public hearing.

the newspaper no more than 4 days and no less than 20 days
is also mailed to taxing entities.
January 27: The City Council conducts the public hearing. The City then can approve a
resolution adopting the plan, approve a resolution creating an urban renewal area, and
approve an ordinance establishing a TIF district. The ordinance requires three readings
unless waived by the City Council.
