These resolutions are fine. I would also be interested in seeing a copy
of the proposed notice of public hearing, and, when available the
proposed tax increment ordinance.

Thanks for reviewing our plan. as far as scheduling goes we are taking
the plan to City Council on December 9th and intend to follow Scenario 1
for dates. I have attached draft resolutions from the planning
department adopting the urban renewal plan and a resolution establishing
the urban renewal area. Please look over and provide any recommended
changes.

I have read the proposed urban renewal plan, and I can confirm that it
meets all the requirements of Iowa law for such plans. In fact, it is
one of the best, most complete urban renewal plans I have seen in my
more than 30 years of working with the urban renewal law. Obviously,
the City of Ames has an excellent planning staff, with both knowledge
and experience of working with the Iowa law and the practical details of
urban renewal planning.
It is also clear that the staff understands the statutory process
related to the approval of this plan, and, unless someone wants my
further comments on that process, my role can be limited to working on
the actual financing of the improvements when the City is ready to begin
that process.

We are moving forward with one of the TIF districts that we discussed
some time ago. Attached below is the draft urban renewal plan for a
proposed TIF district on South Bell Avenue. Please review and let me
know if we have covered everything we need to establish the TIF district
and issue G.O. Debt to make public improvements within the district.

Attached is the updated urban renewal plan for the S Bell project. Feel
free to forward it on the bond counsel or others for comments. I haven't
heard otherwise so I'm assuming this will go to the City Council on
December 9.
