HomeMy WebLinkAboutA003 - Email from Planning, TIF Schedule Charles Kuester/COA To Steve Schainker/COA@COA 11/19/2008 01:52 PM cc Doug Marek/COA@COA, Diane R Voss/COA@COA bcc Subject TIF schedule Steve, I put together three scenarios for the establishment of a TIF district. All assume that this item first goes to the City Council on December 9 for referral to the Planning and Zoning Commission. The first gets everything to the City Council on January 13. The second gets everything there on January 27. And the third on February 10. The first one places a lot of activity by the City and others during the weeks before s that the and after would tmas and occur at hatspecial meeting ow Year's. The cnond January 6 schedule The final schedule does not crrowdtion tt e holiday entities would o schedule and does not rely on the special meeting. Scenario 1: 12/9---Plan goes to the City Council for referral to the Commission 12/16--Consultation occurs at Council meeting 12/17--Commission meets to make recommendation 12/23--Taxing entities provide comments to City 1/6--City responds to comments 1/1 3--Council has public hearing and takes action Scenario 2: 12/9---Plan goes to the City Council for referral to the Commission 12/17--Commission meets to make recommendation I i e Vl( 1/6--Consultation occurs at Council meeting l Lp' 1/1 3--Taxing entities provide comments to City 1/20--City responds to comments 1/27--Council has public hearing and takes action cenano 3: 12/9---Plan goes to the City Council for referral to the Commission 12/17--Commission meets to make recommendation 1/1 3—Consultation occurs at Council meeting 1/20--Taxing entities provide comments to City 2/3--City responds to comments 2/10--Council has public hearing and takes action I would recommend Scenario 1. Although some of the meetings and communications would occur around the holiday weeks, I think we can provide enough communication with the county supervisors, school board and community college to ensure that they're aware of the issue and the timetable. And, since the ordinance to create a TIF district would take three readings, you would need to add another month to these dates if the Council chose not to combine any readings, potentially making the best case scenario as February 10. For the same reason, Scenario 3 could extend out to March 10. What's your preference? Please advise. The dates of the chosen scenario will be incorporated into the urban renewal plan and the council action form. I will work with Doug and Diane to make sure the required mailings and notifications are done on time. Charlie Kuester Planner, City of Ames 515-239-5400 phone © D t _ t C'
