COUNCIL ACTION FORM
SUBJECT: APPLE PLACE PARKING REGULATIONS
BACKGROUND:
On April 29, 2007, Police Department staff met with residents of Old Orchard Mobile Home
Park to discuss potential improvements that could be made to the parking regulations along
Apple Place. This meeting was the culmination of ongoing concerns expressed by the
residents regarding traffic safety and availability of on-street parking. Apple Place is the only
public street that currently exists within in the mobile home park.
The existing parking regulations under Section 18.31(8) of the Municipal Code are as follows:
"Parking is prohibited at all times on the west side and between 2:00 a.m. and 8:00 a.m.
every day on the east side." Two areas for potential improvement, as identified at the April
29th meeting, were to remove the 2:00 a.m. to 8:00 a.m. restriction, which residents cited as
being a cause for irregular parking behaviors by those whom it affects, and to prohibit parking
at all times along the east side of Apple Place for a distance of 200 feet from the northern
edge of Peach Lane. The additional regulation is related to an unsafe reduction in available
sight distance along a curve in Apple Place when cars are present. This suggestion was
made in agreement with residents who attended the meeting with staff.
Therefore, it is the staff's recommendation that the parking regulations along Apple Place in
Old Orchard Mobile Home Park be amended to read: "Parking is prohibited at all times on the
west side and for the first 200 feet north of the intersection with Peach Lane on the east side."
ALTERNATIVES:
1. Direct the City Attorney to draft an ordinance to prohibit parking along Apple Place at all
times on the west side and for the first 200 feet north of the intersection with Peach Lane
on the east side.
2. Do not initiate a change to this ordinance.
MANAGER'S RECOMMENDED ACTION:
This request was brought about by a group effort between the residents of Old Orchard
Mobile Home Park and City Staff. These suggested changes are reflective of the needs
expressed during that meeting and their willingness to discuss those issues that affect their
neighborhood.
Therefore, it is the recommendation of the City Manager that the City Council adopt
Alternative No. 1, thereby directing the City Attorney to draft an ordinance to prohibit parking
along Apple Place at all times on the west side and for the first 200 feet north of the
intersection with Peach Lane on the east side.
