HomeMy WebLinkAboutA002 - Council Action form dated April 24, 2007 C ITEM # DATE: 04-24-07 3�, COUNCIL ACTION FORM SUBJECT: PARKING REGULATIONS FOR METERED STALLS IN DOWNTOWN BUSINESS DISTRICT BACKGROUND: On December 19, 2006, the City Council directed staff to investigate the potential of changing the 2:00 a.m. to 6:00 a.m. parking restriction along Main Street to 3:00 a.m. to 6:00 a.m. This was to provide additional parking time to employees who work at Downtown businesses. Staff has spoken with maintenance staff in both the Street Division and Traffic Division within Public Works regarding any potential conflicts that may arise from the change in time in which the restriction begins. Both Streets and Traffic staff indicated that street cleaning and re- striping activities would not be adversely affected by this change. Staff also spoke with the administrative staff in the Police Department; their response was that at this time they do not foresee any potential concerns from a public safety standpoint regarding a shift in the start of the restriction from 2:00 a.m. to 3:00 a.m. It was understood that the intention of this change in parking regulation was to provide more equitable conditions for both Downtown and Campustown business districts and their respective employees. Therefore, it is the recommendation of staff that the City Attorney draft an ordinance changing the restriction in parking to 3:00 - 6:00 a.m. for all days on the following streets; ➢ Main Street: from Duff Avenue to Clark Avenue. ➢ 5th Street: from Duff Avenue to Grand Avenue. ➢ Douglas Avenue: from Main Street to 7th Street. ➢ Kellogg Avenue: from Lincoln Way to 7th Street. ➢ Burnett Avenue: from Main Street to 7th Street. ➢Clark Avenue: from Lincoln Way to 7th Street. ALTERNATIVES: 1. Direct the City Attorney to draft an ordinance establishing a 3:00 a.m. to 6:00 a.m. restriction in parking for: Main Street from Duff Avenue to Clark Avenue; 5th Street from Duff Avenue to Grand Avenue; Douglas Avenue from Main Street to 7th Street; Kellogg Avenue from Lincoln Way to 7th Street; Burnett Avenue from Main Street to 7th Street; and Clark Avenue from Lincoln Way to 7th Street. 2. Direct the City Attorney to draft an ordinance establishing a 3:00 a.m. to 6:00 a.m. restriction in parking for Main Street, Duff Avenue to Clark Avenue only. 3. Maintain current regulations. MANAGER'S RECOMMENDED ACTION The recommended changes to the parking regulations in the Downtown Business District will ensure that employees who work in the downtown area will have the same opportunity to park on City streets as those employees working in Campustown. This change will create a more equitable situation in both commercial districts. Changing the regulations for Main Street only would still leave problems for the other downtown metered areas. Thus, the proposed regulation changes include the entire Downtown Business District. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, thereby directing the City Attorney to draft an ordinance establishing a 3:00 a.m. to 6:00 a.m. restriction in parking for: Main Street from Duff Avenue to Clark Avenue; 5th Street from Duff Avenue to Grand Avenue; Douglas Avenue from Main Street to 7th Street; Kellogg Avenue from Lincoln Way to 7th Street; Burnett Avenue from Main Street to 7th Street; and Clark Avenue from Lincoln Way to 7th Street. w 0-2 oV �o m - a s Z o O N N LU _.. .. �' any seI6nop f tieagi-1 sawbr -and 66opa� any;;aua n e .r k# s t
