In either October or November, you sent out a proposed ordinance and I have a few scribbles on mine, but I think we all got sidetracked and failed to follow through. As I recall, the change in 22.4(4)was to allow the City Manager to waive the insurance requirement, based on various criteria, in order to allow for block parties, household moving trailers, or other obstructions sometimes needed by homeowners who cannot provide a commercial general liability policy that names the COA as additional insured. The change in 26.4(1)(c) includes the words"such as neighborhood block parties" in the section authorizing the City Manager to close streets, etc. One question here...do we want to include"or his designee"at the top? Finally, an issue that came up with a dumpster in CBD Lot Z recently was that Temporary Obstruction Permits, as defined in 22.4, may be issued for obstructions"within the limits of streets, alleys, or sidewalks," but is silent with respect to parking lots. Could/should parking lots be included in 22.4--and maybe 26.4(1) as well? Damion, do you have any thoughts on this? It would be helpful to me if these changes could be requested ASAP, but it would also seem best to make them all at once. Do you think it would be possible to get this ready for the March 27 agenda?
