COUNCIL ACTION FORM
SUBJECT: TEXT AMENDMENTS TO PLANNED REGIONAL COMMERCIAL ZONE
DEVELOPMENT STANDARDS FOR MINIMUM LOT FRONTAGE AND
MINIMUM BUILDING SETBACK.
BACKGROUND:
City Council Directive. On November 28, 2006, the City Council directed staff to
prepare Zoning and Subdivision Ordinance text amendments to eliminate the
requirement for lot frontage in the "PRC" (Planned Regional Commercial) District in
combination with the "O-GNE" (Northeast Gateway Overlay) District.
In response to the directive from the City Council, the City Attorney has prepared an
amendment to Table 29.805(3) "Planned Regional Commercial (PRC) Zone
Development Standards" of the Municipal Code. Upon further analysis, staff has
determined that it will not be necessary to change regulations that are in the Subdivision
Ordinance. Changes will be limited to Chapter 29, Zoning, of the Municipal Code. The
zoning text amendment is attached to this report as "Attachment A".
The "Minimum Lot Frontage" section of Table 29.805(3) has been modified as described
below:
• Existing Lot Frontaqe Requirement in the PRC District:
Minimum Lot Frontage: 50 ft.
• Proposed Lot Frontage Requirement in the PRC District:
Minimum Lot Frontage except in the O-GNE: 50 ft.
Minimum Lot Frontage for O-GNE only: 50 ft., or cross-access easement
agreements to which the City is a party for the limited purposes of
modification or termination of the legal access rights.
On December 19, 2006, the City Council approved the Master Plan for the O-GNE
district, with stipulations. One of the stipulations reads as follows:
"There shall be a building setback of ten (10) feet from the roadway property
line of any other outparcels. In the absence of a property line for the roadway,
the setback shall equal a distance of forty (40) feet from the centerline of the
roadway."
With this stipulation as part of the Master Plan approval, it is necessary that the
minimum building setback of fifty (50) feet be changed in the Planned Regional
Commercial (PRC) district to allow the building setback approved in the Master Plan.
The "Minimum Building Setback" section of Table 29.805(3) has been modified as
described below:
• Existing Minimum Building Setback Requirement in the PRC District:
Street Lot Line: 50 ft.
• Proposed Minimum Building Setback Requirement in the PRC District:
Street Lot Line except in the O-GNE: 50 ft.
Street Lot Line O-GNE only: As specified in the approved master plan
It is important to note that the proposed zoning amendments for frontage
requirements and building setbacks would apply only to properties located in the
"O-GNE" overlay district.
Recommendation of the Planning & Zoning Commission. At the December 20,
2006, Commission meeting, by a vote of 7-0, the Planning and Zoning Commission
recommended approval of the proposed amendment to the Zoning Ordinance to change
the requirements for lot frontage and minimum building setback from the street lot line in
the "PRC" (Planned Regional Commercial) district, in combination with the "O-GNE"
(Northeast Gateway Overlay) district.
ALTERNATIVES:
1. The City Council can approve the zoning text amendments to Table 29.805(3) of the
Municipal Code to change the requirements for lot frontage and minimum building
setback from the street lot line in the "PRC" (Planned Regional Commercial) district,
in combination with the "O-GNE" (Northeast Gateway Overlay) district.
2. The City Council can choose to not approve zoning text amendments to Table
29.805(3) of the Municipal Code to change the requirements for lot frontage and
minimum building setback from the street lot line in the "PRC" (Planned Regional
Commercial) district, in combination with the "O-GNE" (Northeast Gateway Overlay)
district.
3. The City Council can modify the proposed text amendments and schedule a new
public hearing.

MANAGER'S RECOMMENDED ACTION:
The proposed zoning text amendments will enable implementation of the approved
Master Plan for the O-GNE district, as the land is divided into lots and Major Site
Development Plans are considered for approval by the City Council.
Therefore, it is the recommendation of the City Manager that the City Council approve
Alternative No. 1, adopting the amendments to Table 29.805(3) of the Municipal Code
changing the requirements for lot frontage and minimum building setback from the
street lot line in the "PRC" (Planned Regional Commercial) district, in combination with
the "O-GNE" (Northeast Gateway Overlay) district.

AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY
OF AMES,IOWA,BY REVISION TO TABLE 29.8 AND ENACTING A
NEW SECTION TABLE 29.8 THEREOF,FOR THE PURPOSE OF
AMENDING THE MINIMUM LOT FRONTAGE REQUIREMENTS FOR
THE O-GNE DISTRICT; REPEALING ANY AND ALL ORDINANCES
OR PARTS OF ORDINANCES IN CONFLICT TO THE EXTENT OF
SUCH CONFLICT; PROVIDING A PENALTY; AND ESTABLISHING
AN EFFECTIVE DATE.
BE IT ENACTED,by the City Council for the City of Ames,Iowa, that:
Section One. The Municipal Code of the City of Ames,Iowa shall be and the same is hereby amended by
enacting a new Table 29.805(3)and repealing Table 29.805(3)as follows:
