HomeMy WebLinkAboutA001 - Council Action Form dated December 19, 2006 Old CAA Item # K30 Date: 12-19-06 COUNCIL ACTION FORM SUBJECT: UPDATE TO SNOW ROUTE ORDINANCE BACKGROUND: Modifications to the City of Ames Snow Ordinance were last presented to City Council on November 11, 2006. In response to extensive efforts by the Public Works Operations Division to update the snow route maintenance maps, it has been brought to the attention of staff that there are locations where snow removal is designated to occur that should be reprioritized as high or low priority areas. The proposed changes originate from minor adjustments to routes traveled by CyRide buses, as well as modifications that may enhance the overall efficiency of the snow removal maintenance program. Staff has coordinated its efforts with members of the Public Works Engineering and Operations Divisions and CyRide to create a list of streets that need to be modified or removed from the snow ordinance, as listed below (also see Attachment A). Removals from existing Municipal Code: • Cessna Street: From the east line of Country Club Boulevard to the west line Beach Avenue. Modify existing Municipal Code to read: • State Avenue: From its intersection with Lincoln Way, south, to its intersection with Oakland Road. • North Loop Drive: From its western terrinus with Airport Road, east, to its eastern terminus with Airport Road. • South East 3rd Street: From it intersection with South Duff Avenue, east, to its eastern terminus. • South 4th Street: From its intersection with Beach Avenue, east, to its intersection with South 3rd Street. • South East 16th Street: From its intersection with South Duff Avenue, east, to its eastern terminus. • Storm Street: From its intersection with Hayward Avenue, east, to its intersection with Welch Avenue. • 20th Street: From it intersection with Duff Avenue, west, to its western terminus. • Oakwood Road: From its intersection with State Avenue, east, to its intersection with Elwood Drive. ALTERNATIVES: 1 . Direct the City Attorney to draft an ordinance modifying Section 22.9 Snow Routes Designated of the Municipal Code. 2. Direct staff to make further revisions. 3. Reject the changes. MANAGER'S RECOMMENDED ACTION: This approval will be the final 2006 update to the Snow Route Ordinance. The intent of these revisions is to maximize the efficiency of snow removal in Ames, thereby providing the highest level of customer service possible to our residents. These modifications should not have a negative impact on available on-street parking. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, thereby directing the City Attorney to draft an ordinance modifying Section 22.9 Snow Routes Designated of the Municipal Code.
