HomeMy WebLinkAboutA001 - Council Action Form dated November 14, 2006 ITEM # 31 DATE 11-14-2006 COUNCIL ACTION FORM SUBJECT: CITY COUNCIL UTILITY RETIREMENT BOARD MEMBERSHIP BACKGROUND: Prior to September 30, 1997, the Ames Municipal Utility Retirement System was a defined benefit plan. At that time, the responsibilities of the Utility Retirement Board were extensive, and the Board included two City Council Members. In 1997, the system was converted to a defined contribution plan and the Utility Retirement Board was disbanded. The Municipal Code of the City of Ames, Iowa, Section 28.403 established a participant review board elected from various utility departments for the Ames Municipal Utility Retirement Plan. Duties of the Board were reduced, so that member of the review board monitor, review, and evaluate, on a continuing basis, the performance of the Ames Municipal Utility Retirement Plan. In April 2002, the number of City Council Members on the Board was reduced from two to one. The City Council in the past has expressed a desire to be removed from Board membership entirely. This action would revise section 28.403 of the Municipal Code to accomplish that termination of Board membership. ALTERNATIVES: 1 . Amend the Municipal Code of the City of Ames, Iowa, Section 28.403 0) to remove City Council representation from the Participant Review Board. 2. Select one member of the City Council to represent Council on the Participant Review Board. MANAGER'S RECOMMENDED ACTION: Due to the limited policy duties of the Ames Municipal Utility Retirement System Participant Review Board, direct City Council participation is not required. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, thereby amending the Municipal Code of the City of Ames, Iowa, Section 28.403 0) to remove City Council representation from the Participant Review Board.
