COUNCIL ACTION FORM
SUBJECT: PARKING REGULATIONS ON WILDER AVENUE, HARTFORD DRIVE,
TABOR DRIVE, AND WESTFIELD ROAD.
BACKGROUND:
The establishment of additional parking regulations is required in response to filing the
plat for Sunset Ridge Subdivision, Second Addition. The City is currently building
narrower local streets in an effort to calm traffic. The resultant street width requires that
"no parking" regulations be established on one side of the street to ensure emergency
services enough room to set up equipment.
Currently, hydrant access is provided on the east side of Wilder Avenue, the north side
of Tabor Drive, the north and east sides of Westfield Road, and the east side of Hartford
Drive. Parking is typically restricted in these sections to maintain hydrant access. In
addition, it is suggested that parking be restricted on the west side of Wilder Avenue
from Lincoln Way, north to its intersection with Durant Street, and on the west side of
Hartford Drive from Lincoln Way north for a distance of 250 feet. Both of these areas
are channelized with raised median sections creating narrower travel lanes. The
parcels adjacent to Wilder Avenue are planned for commercial purposes.
ALTERNATIVES:
1. Direct the City Attorney to draft an ordinance that restricts parking at all times;
a. On both sides of Wilder Avenue from Lincoln Way to Durant Street, and
thereof on the east side only.
b. On both sides of Hartford Drive from Lincoln Way north for 250 feet, and
thereof on the east and north sides.
c. On the north side of Tabor Drive.
d. On the north and east sides of Westfield Road.
2. Reject the ordinance.
MANAGER'S RECOMMENDED ACTION:
The establishment of these parking regulations will ensure access for emergency
services and will enhance safety for the motorists entering and exiting through the main
access points of the Sunset Ridge Subdivision.
Therefore, it is the recommendation of the City Manager that the City Council adopt
Alternative No. 1, thereby directing the City Attorney to draft an ordinance that restricts
parking at all times on both sides of Wilder Avenue from Lincoln Way to Durant Street,
and thereof on the east side only; on both sides of Hartford Drive from Lincoln Way
north for 250 feet, and thereof on the east and north sides; on the north side of Tabor
Drive, and on the north and east sides of Westfield Road.
