HomeMy WebLinkAbout~Master - Electric Utility Rate Changes e ORDINANCE NO. 3885 AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY OF AMES, IOWA, BY REVISION TO SECTIONS 28.101(2), 28.103(2)(a)(b)(i)(ii)(3), 28.104(2)(a)(b)(i)(ii)(3)(4)(ii),28.105(2)(a)(b)(i),(ii), 28.106(2)(a)(b)(i)(ii), 28.107(2)(a)(i)(3)(d) AND ENACTING A NEW SECTION 28.104(5)(a)(b), 28.105(10)(a)(b), THEREOF, FOR THE PURPOSE OF PROVIDING DEFINITIONS AND TO REVISE CURRENT PROVISIONS; REPEALING ANY AND ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT TO THE EXTENT OF SUCH CONFLICT; PROVIDING A PENALTY; AND ESTABLISHING AN EFFECTIVE DATE. BE IT ENACTED,by the City Council for the City of Ames,Iowa,that: Section One. The Municipal Code of the City of Ames, Iowa shall be and the same is hereby amended by revising 28.101(2),28.103(2)(a)(b)(i)(ii)(3),28.104(2)(a)(b)(i)(ii)(3)(4)(ii),28.105(2)(a)(b)(i),(ii),28.106(2)(a)(b)(i)(ii), 28.107(2)(a)(i)(3)(d)and enacting new Sections 28.104(5)(a)(b),28.105(10)(a)(b)as follows: "Sec.28.101. GENERAL CONDITIONS FOR ELECTRIC RATES. (2) The schedule will be applied to each meter and point of delivery and in no event will meter readings be combined except when it has been determined necessary by the Ames Municipal Electric System." Sec.28.103. RESIDENTIAL ELECTRIC RATES. (2) Rate per billing period. For each monthly billing period a residential rate customer: (a) shall be charged three dollars and sixty-five cents($3.65)as a customer service charge,and (b) in addition, shall be charged for energy consumption during the billing period as follows: (i) for bills mailed on or between August 1 and October 31,2006, and on or between July 1 and October 31 of subsequent years(summer period): $0.0797 per kWh for the first 400 kWhs $0.0756 per kWh for the next 600 kWhs $0.0693 per kWh for all kWh s over 1000 kWhs,or (ii) for bills mailed on or between November 1 and June 30(winter period): $0.0704 per kWh for the first 400 kWhs $0.0590 per kWh for the next 600 kWhs $0.0559 per kWh for all kWhs over 1000 kWhs, and (3) Minimum bill: The minimum charge per billing period shall be three dollars and sixty-five cents($3.65). Sec.28.104. GENERAL POWER RATE. (2) Rate per billing period: For each monthly billing period a general power rate customer: (a) shall be charged five dollars and twenty cents($5.20)as the customer service charge;and, (b) in addition,shall be charged for energy consumption during the billing as follows: (i) for bills mailed on or between August 1 and October 31, 2006, and on or between July 1 and October 31 of subsequent years(summer period): $0.0849 per kWh for the first 2000 kWhs $0.0725 per kWh for the next 5000 kWhs $0.0704 per kWh for all kWh over 7000 kWhs. (ii) for bills mailed on or between November 1 and June 30(winter period): $0.0662 per kWh for the first 2000 kWhs $0.0549 per kWh for the next 5000 kWhs $0.0528 per kWh for all kWh s over 7000 kWhs. (3) Minimum bill: The minimum charge per billing period shall be five dollars and twenty cents ($5.20). (4) Conditions: ... (b) the following specific conditions: (ii) Fluctuating loads. Loads requiring excess transformer capacity because of large momentary current requirements, or to provide close voltage regulation, shall be subject to an additional charge of$0.311 per rated Kva of capacity above normal capacity requirement for the diversified demand. The Kva subject to an additional charge will be adjusted no more than once a year. No charge shall apply if the customer furnishes the transformers. (5) Load Management Credit: Any facility that qualified and is equipped with a properly installed central air conditioner shall be eligible to participate in the Load Management Program. Customers who agree to allow the Ames Municipal Electric System to install and maintain a Load Management Switch on their central air conditioner will receive the following credits to their electric bills: (a) Five dollars($5.00)credit for each installed Load Management Switch for bills mailed on or between July 1 and October 31. (b) The total annual credit for each customer shall not exceed twenty dollars ($20.00)for each central air conditioner on which a Load Management Switch has been installed. Sec.28.105. LARGE POWER RATE. (2) Rate per Billing Period. For each monthly billing period,a large power rate customer: (a) shall be charged$41.40 as a customer service charge,and (b) in addition,shall be charged for demand and energy consumption during the billing period as follows: (i) for bills mailed on or between August 1 and October 31,2006, and on or between July 1 and October 31 of subsequent years(summer period)a customer shall be charged a demand of: $4.399 per kW for the first 50 kW of billing demand $3.985 per kW for the next 100 kW of billing demand $3.571 per kW for all kilowatts over 150 kW of billing demand and an energy charge of: $0.0569 per kWh for the first 200 hours use of billing demand $0.0393 per kWh for the next 200 hours use of billing demand $0.0362 per kWh for all kWh s over 400 hours use of billing demand (ii) for bills mailed on or between November 1 and June 30(winter period)a customer shall be charged a demand charge of: $3.157 per kW for the first 50 kW of billing demand $2.743 per kW for the next 100 kW of billing demand $2.329 per kW for all kilowatts over 150 kW of billing demand and an energy charge of $0.0486 per kWh for the first 200 hours use of billing demand $0.0383per kWh for the next 200 hours use of billing demand $0.0342 per kWh for all kWhs over 400 hours use of billing demand (Ord. No. 2975, Sec. 1, 5-19-87; Ord. For each monthly billing period,an industrial rate customer (a) shall be charged$103.50 as a customer service charge,and (b) in addition,shall be charged for demand and energy consumption during the billing period as follows: (i) for bills mailed on or between August 1 and October 31,2006, and on or between July 1 and October 31 in subsequent years(summer period)a customer shall be charged a demand charge of$3.571 per kW for all kilowatts of billing demand,and an energy charge o£ $0.0507 per kWh for the first 200 hours of billing demand $0.0342 per kWh for the next 200 hours use of billing demand $0.0321 per kWh for all kWhs over 400 hours use of billing demand (ii) for bills mailed on or between November 1 and June 30(winter period)a customer shall be charged a demand charge of$2.329 per kW for all kilowatts of billing demand,and an energy charge of. $0.0435 per kWh for the first 200 hours use of billing demand $0.0331 per kWh for the next 200 hours use of billing demand $0.0300 per kWh for all kWhs over 400 hours use of billing demand (Ord.No. 2975, Sec. 1, 5-19-87; Ord. No. 2977, Sec. 1, 6-9-87) Sec.28.107. STREET AND SECURITY LIGHTING RATE. (2) Rate per Billing Period. (d) Flood lights,where available from utility stock,shall have an additional monthly charge of$.55 per lamp. Section Two.All ordinances,or parts of ordinances,in conflict herewith are hereby repealed to the extent of such conflict,if any. Section Three.
