year terms. He felt that a committee this large can lose its charge and continuity with constant
turnover,and that he would be more comfortable with some of the terms being two to four years.
Mr.Rice indicated that he thought it would be good to have a representative from ISU's Student
Affairs Office.
It was discussed that the Council may want to re-evaluate the purpose of this commission down
the road if its usefulness runs out. Council Member Goodhue stated that the Council has the
authority to dissolve a committee at any time.
This new committee is to be comprised of the following membership:
City Council Student Liaison Member(1) one-year term
Government of the Student Body President(1) one-year term
Inter-Residence Hall Association President(1) one-year term
Greek Community Student Leader (1) one-year term
Off-Campus Student Leader(1) one-year term
International Student Council President(1) one-year term
Off-Campus Students (2) two-year term
High School Student Body President(1) one-year term
Young Professionals Representative (1) two-year term
Campustown Business Owner(1) two-year term
Rental Property Owner(in Campustown) (1) one-year term
Neighborhood Association Representatives (3) two-year term
Council Member Doll suggested that the Young Professionals designated representative could
also be from the Ames Jaycees membership.
Moved by Doll, seconded by Mahayni, amending the membership to include the Young
Professionals Association of the Ames Chamber of Commerce or the Ames Jaycees; to include
an ex-officio representative from ISU's Office of Student Affairs;and,to place the first reading
of an ordinance establishing the Student Affairs Commission on the February 14,2006,agenda.
Moved by Goodman,to amend the motion by changing the wording for the three"presidential"
representatives associated with ISU to be the president or"appointee."
Council Member Goodman explained that he wants to work more closely with students through
the Government of the Student Body, Inter-Residence Hall Association, and International
Student Council that do not have the opportunity to interact with the City Council.
Council Member Goodman withdrew his motion.
Much discussion was held regarding these specific appointments.
Vote on Motion: 5-1. Voting aye: Doll, Goodhue, Mahayni, Popken, Rice. Voting nay:
Goodman. Motion declared carried.
The meeting recessed at 8:50 p.m.
The meeting reconvened at 8:55 p.m.
UPDATE ON EAST 13TH STREET REGIONAL COMMERCIAL REZONING LAWSUIT:
Pursuant to the Council's direction, Acting City Attorney Judy Parks gave an overview of the
litigation process. She reviewed the following steps.petition,answer to allegations,parties and
intervention, discovery (and the different mechanisms used through this process), motions,
negotiations towards resolution, and trial. Ms. Parks further explained the timeline that a trial
can actually take. In this particular situation, she said that the City may not see a resolution to
the case this year if it goes to trial.

AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY OF
AMES,IOWA,BY ENACTING NEW SECTIONS 2.31 THROUGH 2.36 FOR
THE PURPOSE OF ESTABLISHING AND MAKING PROVISIONS WITH
RESPECT TO THE"STUDENT AFFAIRS COMMISSION";REPEALING
ANY AND ALL ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT TO THE EXTENT OF SUCH CONFLICT; AND
ESTABLISHING AN EFFECTIVE DATE.
BE IT ENACTED,by the City Council for the City of Ames,Iowa,that:
Section One. The Municipal Code of the City of Ames, Iowa shall be and the same is hereby amended by
repealing enacting new Sections 2.31 through 2.36 as follows:
"Sec.2.31. STUDENT AFFAIRS COMMISSION ESTABLISHED.
(1) There is established hereby the Student Affairs Commission for the City ofAmes,Iowa.
That Commission shall consist of fifteen members providing representation as follows:
(1) City Council Student Liaison Member 1 year term
(1) Government of Student Body President 1 year term
(1) Inter-Residence Hall Association President 1 year term
(1) Greek Community Student Leader 1 year term
(1) Off-Campus Student Leader 1 year term
(1) International Student Council President c.G 1 year term
(2) Off-Campus Students p�0k.A'Aro 2 year term
(1) Young Professionals R44i tati;ce or es'-*16ee4 year term
(1) Campustown Business Owner 2 year term
(1) Rental Property Owner(in Campustown) 1 year term

Sec.2.32. CHARGE. (5U
(1) The mission of the Student Affairs Commission is to pr vide a public forum to facilitate
issues that primarily or uniquely affect students. It is expected that these interactions will result in
improved collaboration between student and community constituencies.
(2) Subject to City Council request,the Student Affairs Commission will be asked to provide
an opinion/recommendation regarding issues/policies under consideration by the Council that
primarily or uniquely affect students.
From time to time, the Student Affairs Commission might want to provide an
opinion/recommendation to the Council regarding a City issue/policy that primarily or uniquely affects
students,but that is not under review by the City Council. Prior to investing staff and Student Affairs
Commission member time to discuss said issues/policies,the Student Affairs Commission shall first
obtain approval from the City Council.
Sec.2.33. MEMBERSHIP SELECTION.
For all positions other than the City Council Student Liaison member, GSB President,Inter-
Residence Hall Association President,International Student Council President,and Ames High School
Student Body President,the Mayor will appoint representatives with the approval of the City Council.
Sec.2.34 MEETING LOCATION.
Student Affairs Commission meetings will be held in the City Council Chambers at City Hall
to facilitate televising this official body for cable television. However,meetings might be held on the
ISU campus or other locations to provide more convenient access for special public forums.
Sec.2.35. MEETING RULES.
The Student Affairs Commission shall adopt such rules of procedure and conduct for its
meetings and other activities as it shall, from time to time, deem useful and appropriate,within the
limits of the charge stated in Section 2.32."
Section Two. This ordinance shall be in full force and effect from and after its passage and publication as
required by law.
Section Three. All ordinances,or parts of ordinances, in conflict herewith are hereby repealed to the extent of
such conflict,if any.
