COUNCIL ACTION FORM
SUBJECT: PARKING REGULATIONS ON NORTHWESTERN AVENUE
BACKGROUND:
William and Deborah Young submitted a letter to Staff requesting that parking be restricted
along the east side of Northwestern Avenue from 13th Street to the north property line of
1404 Northwestern Avenue (615' north of 13th Street). A petition signed by the six adjacent
property owners is included with the request. In the letter, it is stated that employees and
patrons of Beloit Lutheran Social Services are using street parking in lieu of off-street parking
within the facility. These cars are frequently parked on both sides of their driveways, therefore
reducing visibility when exiting their driveway. Additionally, the property owners state that
there is an increase in noise and traffic created by vehicles constantly coming and going.
Staff has contacted Beloit to discuss the concerns. Representatives from Beloit were
concerned after hearing the residents' comments and offered to have their employees park at
other locations to avoid bothering the residents along Northwestern Avenue. In addition, they
sent the attached letter regarding the parking situation. As a good neighbor effort, Beloit
officials will not oppose this request and offer their full support.
Staff recently met with Mr. Young to discuss Beloit's response and to outline the efforts made
on their behalf to inform their employees, specifically those working overnight. In continuing
to consider the situation, Mr. Young and his neighbors believe that due to Beloit's high
turnover rate it would be unproductive for all involved to continually inform new employees of
the agreed parking arrangement. Therefore, it is the petitioners' desire to move ahead with
the parking restrictions.
ALTERNATIVES:
1. Direct the City Attorney to develop an ordinance to establish no parking along the east
side of Northwestern Avenue from 13th Street to 615 feet north.
2. Reject this ordinance.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt Alternative No. 1,
thereby directing the City Attorney to develop an ordinance to establish no parking along the
east side of Northwestern Avenue from 13th Street to 615 feet north.

Mr. Young was contacted to discuss the Beloit response and to develop the appropriate
plan-of-action. Due to the desire of Beloit to work with their employees in discouraging
on-street parking, Mr. Young is willing to delay moving forward with the parking
restriction request. Beloit officials, residents and Staff will continue to monitor the
situation and pursue future action as necessary.

Re: Parking Adjacent to Beloit
Dear Mr. Joiner:
This letter is to request that permanent "No Parking" signs be posted along the east side of
Northwestern from 13th Street north to, and including 1404 Northwestern.
The main reason for this request is safety. Frequently cars are parked on both sides of
residential driveways on our street, blocking visibility as we exit our drives. It is hazardous
now, and will become much more so when Northwestern is opened to through traffic.
In addition to the safety issue, the noise and traffic created by vehicles constantly coming
and going has increased tremendously. It is apparent that employees and patrons of Beloit
are using street parking (as it is closer to the building entrances) instead of the parking lots
provided. Prohibiting parking on the east side of the street will at least move this activity a
little further from our front yards.
Thank you for your attention to this request. We would appreciate a prompt response.

RE: Parking along Northwestern Avenue
Over the past year the Beloit Campus of Lutheran Services in Iowa has seen some
dramatic changes which have resulted in increased staff. We have received several phone
calls from our neighbors to the east of our campus requesting us to not park near the
entrances of their driveways. We have repeatedly asked our staff to comply with their
wishes but the parking has continued.
We have been informed by the City of Ames that there is a petition by our neighbors
requesting no parking from 1304 to 1404 Northwestern. I have taken this proposal to our
operations team. We will not oppose this and give it our full support.
