COUNCIL ACTION FORM
SUBJECT: REZONING OF PROPERTY LOCATED IN THE VICINITY OF DAWES DRIVE
AND U.S. HIGHWAY 69 FROM "A" (AGRICULTURAL) TO "S-GA" (SPECIAL
GOVERNMENT/AIRPORT DISTRICT)
SUMMARY: The applicant is requesting a rezoning to "S-GA" (Special
Government/Airport) for the recently annexed Charles Calhoun Park. Approval of
this request is recommended.
BACKGROUND:
The subject property was annexed by City Council action on May 10, 2003.

Reason for Request: This property, donated by the Calhoun Family for park purposes,
was annexed into the City in May 2005. As with all annexations, the property entered the
City with a zoning classification of"A" (Agricultural). Zoning the property to"S-GA" (Special
Government/Airport District) would be consistent with City's practice of zoning all
City-owned property to "S-GA."
Utilities and Infrastructure: Available and adequate to serve the site; however,
immediate needs will be minimal.
Land Use Policy Plan (LUPP) Goals and Policies.
Future Land Use. The LUPP designates part of this property as"Environmentally Sensitive
Area," described as, "The designation involves flood-prone areas, wetlands, water bodies
and designated natural resources that should be protected from detrimental use. Included
are areas previously identified as "Floodway" and "Flood Plain"' plus selected natural
resources from the "Natural Resources Inventory."
The other part of the property is designated as "Greenway"described as "The designation
involves stream ways, plus parks and open space linkages to create a continuous
"greenway" system through designated areas of the community."
The proposed zoning of "S-GA" (Government/Airport District) is consistent with this
designation because the area will be used as a governmentally-managed environmental
protection/public open space area. This rezoning is consistent with Goal 3, and the
projected land use need of approximately 400-540 new acres of parks and open space
until the year 2030, as stated in the Land Use Policy Plan.
Recommendation of the Planning & Zoning Commission. With a vote of 6-0, the
Planning and Zoning Commission recommended approval of this rezoning request at its
meeting of September 7, 2005.
ALTERNATIVES:
1. The City Council can approve the rezoning of 1.62 acres, located in the area of Dawes
Drive and U.S. Highway 69 from "A" (Agricultural) to "S-GA" (Special
Government/Airport District).
2. The City Council can deny the rezoning.
3. The City Council can postpone action on this request and refer it back to City staff
and/or the applicant for additional information.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that Alternative #1 be adopted.
Alternative #1 is a recommendation that the City Council approve the rezoning of 1.62
acres, located in the area of Dawes Drive and U.S. Highway 69 from "A" (Agricultural) to
"S-GA" (Special Government/Airport District).
