COUNCIL ACTION FORM
SUBJECT: PARKING REGULATIONS ON PRAIRIE VIEW WEST AND PRAIRIE VIEW
EAST
BACKGROUND:
Jack Riney, representative for the Prairie View Neighborhood Association, requested that
staff evaluate the parking regulations along Prairie View East and Prairie View West.
Currently, the parking regulations change on July 1St at 10:00 AM every year along portions of
Prairie View East. The "no parking" regulation switches sides from the inside to the outside
of the loop. This regulation is confusing for citizens and is difficult to sign.
The neighborhood association conducted a survey regarding parking along Prairie View East
and Prairie View West. Of those who responded, the favored choice (18 of 29 respondents)
was to switch "no parking" regulations permanently to one side of the street.
If the "no parking" regulations were placed on the inner side of the loop, it would be
consistent with other locations in the city that have loops such as this one. Restricting
parking on the inside of the circle allows better visibility when driving around the curves. See
attached map.
ALTERNATIVES:
1. Direct the City Attorney to develop an ordinance to change the parking on Prairie View
East to prohibit parking at all times on the northerly and westerly sides of Prairie View
2. Reject the request.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt Alternative No. 1,
thereby directing the City Attorney to develop an ordinance to change the parking on Prairie
View East to prohibit parking at all times on the northerly and westerly sides of Prairie View
East.

Dear Mr. Schainker,
When we visited after the April 12th "Strengthen our Neighborhoods" meeting, you suggested that I
get back to you with a recommendation on parking in the Prairie View neighborhood.
Currently,the side of the street, on which parking is allowed, changes on July 1 each year for the
Prairie View East residents but there is no parking allowed on Prairie View West. Our Prairie View
Neighborhood Association distributed a survey to single-family homes and to duplex occupants to
ascertain their opinions. The results and suggestions are given below:
■ Rather than rotating parking on Prairie View East, we suggest that the signs are permanent
and indicate that there is no parking on the inner side of the loop. In other words, parking
would remain as it is now. This was the favored choice of the 29 respondents.
■ In addition, there were concerns about parking on curves and the lack of visibility as one
approaches 24d' Street; therefore, we include the following recommendations.
o Designate no parking (painted yellow on the curb) on the curve that wraps around
2144 Prairie View East—considered to be dangerous for two-way traffic.
o Add one car's length to the no-parking zone as one enters 24`h Street from Prairie
View East.
The above reflects the thoughts of our neighborhood. Please let me know if you need anything
