COUNCIL ACTION FORM
SUBJECT: STEERING COMMITTEE REPORT ON THE EAST 13T" STREET GATEWAY
OVERLAY DISTRICT DESIGN STANDARDS.
BACKGROUND:
Steering Committee Report. The Steering Committee, formed for the purpose of
developing Design Standards for the East 13th Street Gateway Overlay District, has
prepared a "Report" (see attached), which includes their recommendations for "Shared
Interests" and "Design Standards" to be reflected in the ordinance establishing the East
131h Street Gateway Overlay District.
The "Steering Committee Report" includes the following:
• A description of the "Focus Group Sessions" designed to provide opportunities for
public input and for the selection of Steering Committee members.
• Steering Committee Members and Facilitators.
• A description of the agenda for each Steering Committee Meeting.
• Shared Interests.
• Priority Ranking Key.
• Steering Committee Recommended Design Standards (including priority ranking).
• Remaining steps in the process.
Remaining Steps in the Process. The remaining steps in the process to adopt Design
Standards for the East 13th Street Gateway Overlay District include the following:
1. City staff review of the Steering Committee recommendations.
2. Preparation of City staff recommendations for Design Standards to be included in the
East 13th Street Gateway Overlay District.
3. Review of City staff recommendations by the Steering Committee.
4. Planning and Zoning Commission review of the proposed regulations for the East 13th
Street Gateway Overlay District, followed by a recommendation to the City Council.
5. City Council to conduct a public hearing and three readings of an ordinance adopting
the East 13th Street Gateway Overlay District zoning regulations.
ALTERNATIVES:
1. The City Council can refer the Steering Committee Report to City staff for further
review, preparation of recommendations for an ordinance adopting zoning
regulations for the East 13th Street Gateway Overlay District, and review of the staff
recommendations with the Steering Committee, prior to going forward with a
recommendation to the Planning and Zoning Commission and City Council.
2, The City Council can refer the Steering Committee Report back to the Steering
Committee for additional information and clarification.
CITY MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council approve Alternative#1.
This will refer the Steering Committee Report to staff for further review, and direct staff to
prepare recommendations for an ordinance adopting zoning regulations for the East 13th
Street Gateway Overlay District. City staff will review the staff recommendations with the
Steering Committee, prior to going forward with a recommendation to the Planning and
Zoning Commission and City Council.

Priority Ranking Key

For the "Priority Ranking" of Design Standards, please refer to the
following "Key to the Symbols":
• "Y" is a full YES vote for the Design Standard.
• "SY" is the total of the "Shared (partial) votes" for the Design Standard.
• "N" is a full NO vote for the Design Standard. (This counts against the total score.)
• "SN" is the total of the "Shared (partial) votes" opposed to the Design Standard.
(This counts against the total score.)
The Design Standards for each Shared Interest, are listed in order of the
highest score in the priority ranking, to the lowest score.
Please note that each of the seventeen Steering Committee members was
allocated three (3) "YES" votes, and one (1) "NO" vote. Not all of the
allocated votes were cast. Rankings reflect the cumulative totals for each
proposed Design Standard.
