HomeMy WebLinkAboutA001 - Council Action Form dated September 28, 2004 Item # Date: September 28, 2004 COUNCIL ACTION FORM SUBJECT: PARKING REGULATIONS ON HOOVER AVENUE BACKGROUND: This is in response to the filing of the Final Plat of Kinyon-Clark Subdivision and the completion of the construction of the fire hydrants, streets, and streetlights. The city is building narrower streets in an effort to calm traffic. This requires "No Parking" signs on one side of the street to provide the emergency services enough room to set up their equipment. No parking signs are installed on one side of the street when the street width is twenty-six feet. Since parking is prohibited near fire hydrants, parking is usually prohibited on the side of the street where fire hydrants are located. This provides the maximum amount of on street parking on the opposite side of the street and increases the Fire Department's access to the fire hydrant. Staff prefers to wait until streetlights have been installed before installing "No Parking" signs so that the street light poles can be used to hold the "No Parking" signs. Hoover Avenue in the Kinyon-Clark Subdivision was designed so that parking would be allowed on the west side of the street. The fire hydrants are on the east side of the street and two intersecting streets run eastward from Hoover Avenue. Because of these restrictions on the east side, additional parking can be provided on the west side of the street. ALTERNATIVES: 1. Direct the City Attorney to develop an ordinance to prohibit parking on the east side of Hoover Avenue from Adams Street to Top-0-Hollow Road. 2. Direct the City Attorney to develop an ordinance to prohibit parking on the west side of Hoover Avenue from Adams Street to Top-0-Hollow Road. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number one, thereby directing the City Attorney to develop an ordinance to prohibit parking on the east side of Hoover Avenue from Adams Street to Top-0-Hollow Road.
