COUNCIL ACTION FORM
SUBJECT: REVISION OF PARKING REGULATIONS ON HUNT STREET
BACKGROUND:
Staff received a request from Tony Clem, the owner of property at 223 Welch Avenue,
to install parking meters at the first six head-in parking spaces west of Welch Avenue on
the north side of Hunt Street. The property owner also requested that the last two head-
in parking spaces be changed to a "Commercial Vehicle Loading Zone" (CVLZ). In
addition, the owner has requested that the "Truck Loading Zone" that currently exists
west of the head-in parking spaces be changed to a CVLZ. The loading zone spaces
would be available for any commercial vehicle to use.
The head-in parking spaces on Hunt Street are unique because they are partially on
private property and partially on city property. Note the attached map. Thus, a lease
agreement is necessary from the owner before the City of Ames can install parking
meters and retain the revenue. Mr. Clem has signed a lease agreement provided by
staff.
City of Ames staff has also learned that authorization for the existing meters on the
south side of Hunt Street has expired as the result of a sunset clause. Staff is working
with the owner of the building at this location to reach an agreement. The owner has
agreed to keep the meters, but has questions regarding the lease form provided by the
City of Ames. Staff is working with that owner to reach an agreement on the lease.
Staff has contacted the Campustown Business Association and asked them to advise
us if there was any objection to these changes. To date, staff has not heard any
objections.
ALTERNATIVES:
1. Approve a lease for installing six parking meters adjacent to 223 Welch Avenue,
and direct the City Attorney to develop an ordinance creating a "Commercial Vehicle
Loading Zone" adjacent to 223 Welch Avenue and 2513 Hunt Street.
2. Approve a lease for installing eight parking meters adjacent to 223 Welch
Avenue, and direct the City Attorney to develop an ordinance creating a "Commercial
Vehicle Loading Zone" adjacent to 2513 Hunt Street.
3. Direct the City Attorney to develop an ordinance creating a "Commercial Vehicle
Loading Zone" adjacent to 2513 Hunt Street.
4. Reject this resolution and ordinance change.

MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number one above, and approve a lease for installing six parking meters adjacent to
223 Welch Avenue, and direct the City Attorney to develop an ordinance creating a
"Commercial Vehicle Loading Zone" adjacent to 223 Welch Avenue and 2513 Hunt
Street.
