HomeMy WebLinkAboutA001 - Council Action Form dated July 13, 2004 © WD C� Item # Date: July 13, 2004 A9 COUNCIL ACTION FORM SUBJECT: PARKING REGULATIONS ON INDIANA AVENUE AND KANSAS DRIVE BACKGROUND: This is in response to citizens who contacted staff regarding the partial cul-de-sac that exists at the north end of Indiana Avenue and the east end of Kansas Drive where the two streets intersect. The partial cul-de-sac might also be described as a small half- circle. Note the attached map. Parking is prohibited on the east side of Indiana Avenue and the north side of Kansas Drive. There are also "No Parking Signs" posted in the median of the partial cul-de-sac. Strict interpretation of the existing ordinances and signs would result in no parking being allowed in the cul-de-sac. The City of Ames is building narrower streets in many subdivisions. However, this requires "No Parking" signs on one side of the street in an effort to make certain the Fire Department has enough room to adequately set up their equipment. It is the practice of the Public Works Department to install "No Parking Signs" on one side of the street where the street width is 26 feet. Due to the width of the street area within the partial cul-de-sac, it seems appropriate to not allow parking along the median of the partial cul-de-sac, but that parking could be allowed in front of the homes on the partial cul-de-sac. Therefore, staff believes the no parking ordinances on the east side of Indiana Avenue and on the north side of Kansas Drive could be revised to exclude the partial cul-de-sac. Staff also believes that the ordinance could state that no parking shall be allowed adjacent to the median in the partial cul-de-sac. ALTERNATIVES: 1. Direct the City Attorney to develop an ordinance to revise the no parking ordinances on the east side of Indiana Avenue and on the north side of Kansas Drive to exclude the partial cul-de-sac, and state that no parking shall be allowed adjacent to the median in the partial cul-de-sac. 2. Reject this ordinance change. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number one, above, and direct the City Attorney to develop an ordinance to revise the no parking ordinances on the east side of Indiana Avenue and on the north side of Kansas Drive to exclude the partial cul-de-sac, and state that no parking shall be allowed adjacent to the median in the partial cul-de-sac.
