COUNCIL ACTION FORM
SUBJECT: PARKING REGULATIONS ON HARRISON CIRCLE
BACKGROUND:
This is in response to the filing of Bloomington Heights Plat 2. Harrison Circle has been
constructed and no parking signs need to be installed as soon as practical. These signs
will inform prospective homeowners in the neighborhood.
The city is currently building narrower streets in an effort to calm traffic. However, this
requires "no parking" regulations on one side of the street in an effort to make sure the
Fire Department has enough room to adequately set up it's equipment. It is the practice
of the Public Works Department to install no parking signs on one side of the street
where the street width is twenty-six feet. Given that parking is prohibited near fire
hydrants, the Public Works Department usually recommends prohibiting parking on the
same side of the street as the fire hydrants. This not only provides the maximum
amount of on-street parking on the opposite side of the street but also increases the
probability that the Fire Department can access the fire hydrant if necessary.
The fire hydrant for Harrison Circle is on the south side of the street. Consequently,
staff believes it would be most appropriate to install no parking signs on the south side
of the street.
ALTERNATIVES:
1. Direct the City Attorney to develop an ordinance to prohibit parking at all times on
the south side of Harrison Circle.
2. Reject this ordinance.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number one above and direct the City Attorney to develop an ordinance to prohibit
parking at all times on the south side of Harrison Circle.
