COUNCIL ACTION FORM
SUBJECT: AMENDMENT TO THE ZONING MAP FOR PROPERTY GENERALLY
LOCATED NORTH AND SOUTH OF SOUTHEAST 16T" STREET AND SOUTH OF U.S.
HIGHWAY 30 BETWEEN THE SKUNK RIVER AND THE PROPERTIES ON THE EAST SIDE
OF DAYTON AVENUE AS THE SOUTHEAST ENTRYWAY GATEWAY OVERLAY DISTRICT
(O-GSE)
BACKGROUND:
The City's Land Use Policy Plan and Section 29.1104, "O-GSE" (Southeast Gateway
Overlay) of the City's Zoning Ordinance provide for enhancing the entries to Ames. This
ordinance and the LUPP identify this area as a major entry to all of Ames, and the U.S.
30/Dayton Avenue interchange as the entry to the Ames industrial area. This section of
the ordinance calls for the creation of ordinances with standards for each specific
gateway. The Commission is now being asked to consider applying such an ordinance
to a specific area in southeast Ames.
On March 25, 2003, the Ames City Council approved the Design Concept for the Ames
Southeast Entryway, which acknowledges and reinforces the context for this entryway.
U.S. Highway 30 separates land uses in this area. South of U.S. Highway 30, other than
two existing commercial uses, the Design Concept proposes development of wildlife
habitat and natural areas involving the reclamation of the sand and gravel extraction
operation. Hospitality and associated commercial uses will continue to expand north of
U.S. 30, transitioning to industrial uses to the east and north.
AREA TO BE REZONED:
This rezoning proposal applies a new overlay-zoning district to an area west of the
1-35/U.S. Highway 30 interchange and north of U.S. Highway 30, as well as the
commercial property within the city limits to the south. The design process for the
approved Design Concept for the Ames Southeast Entryway established this area. The
process involved working with property and business owners in this area.
EXISTING AND PROPOSED ZONING:
The current zoning of the subject property is Highway-Oriented Commercial (HOC) and
Agricultural (A). This would remain as the base zone, whose standards would still apply
to the subject property. The proposed overlay zoning is Southeast Entryway Gateway
Overlay (O-GSE), which would modify the permitted uses and add to the development
standards for the area. Some of the current permitted uses would no longer be allowed
to promote the appearance of an entryway and help create an attractive visual
environment and a welcoming first impression. Certain plant materials would be
required throughout the developed properties, for landscape buffers already required by
the underlying base zone and in some additional areas. Architectural appearance
standards would provide for quality materials, emphasize attractive building fronts and
other views, and encourage the consistent use of stone. All of these requirements are
consistent with the Design Concept for the Ames Southeast Entryway. The City,
property owners, and State of Iowa have begun implementing physical improvements in
the public rights-of-way, which are also consistent with the Design Concept.
RECOMMENDATION OF THE PLANNING & ZONING COMMISSION:
By a 4-0 vote, the Planning and Zoning Commission recommended approval of the
proposed amendment to the Zoning Map for property generally located north and south
of Southeast 16th Street and south of U.S. Highway 30 between the Skunk River and
the properties on the east side of Dayton Avenue as the Southeast Entryway Gateway
Overlay District at its meeting of June 16, 2004.
ALTERNATIVES:
1. The City Council can approve the rezoning of property generally located north and
south of Southeast 16th Street and south of U.S. Highway 30 between the Skunk
River and the properties on the east side of Dayton Avenue as the Southeast
Entryway Gateway Overlay District (O-GSE).
2. The City Council can deny the rezoning of property generally located north and
south of Southeast 16th Street and south of U.S. Highway 30 between the Skunk
River and the properties on the east side of Dayton Avenue as the Southeast
Entryway Gateway Overlay District (O-GSE).
3. The City Council can approve the rezoning of property generally located north and
south of Southeast 16th Street and south of U.S. Highway 30 between the Skunk
River and the properties on the east side of Dayton Avenue as the Southeast
Entryway Gateway Overlay District (O-GSE) with modifications.
4. The City Council can postpone action on this proposal and refer it back to City staff
for additional information.

CITY MANAGER'S RECOMMENDED ACTION:
It is recommended that Alternative # 1 be adopted. This would approve the rezoning of
property generally located north and south of Southeast 16th Street and south of U.S.
Highway 30 between the Skunk River and the properties on the east side of Dayton
Avenue as the Southeast Entryway Gateway Overlay District (O-GSE). This action
would apply additional standards for private development to this gateway area so that it
is integrated with the other improvements now being designed and carried out by a
partnership between the City, property and business owners, and the State of Iowa.
