COUNCIL ACTION FORM
SUBJECT: REVISION OF PARKING REGULATIONS IN MUNICIPAL PARKING
LOTS (WELCH LOT T, WELCH LOT X, AND CHAMBERLAIN LOT Y) AND ON
STREETS IN CAMPUSTOWN
BACKGROUND:
At the City Council meeting on May 25, 2004 Council concurred with a recommendation
made by the City Manager and approved a request to modify the parking prohibition at
the following locations:
Cam ustown Lots
Welch T
Welch X
Chamberlain Y
Cam ustown Streets
Chamberlain Street from Hayward Avenue to Lynn Avenue
Hayward Avenue from Lincoln Way to Hunt Street
Hunt Street from Hayward Avenue to Welch Avenue
Lincoln Way from Hayward Avenue to Lynn Avenue
Lynn Avenue from Lincoln Way to Chamberlain Street
Stanton Avenue from Lincoln Way to Chamberlain Street
Welch Avenue from Lincoln Way to Hunt Street
Council also directed the City Attorney to prepare the appropriate ordinance changes to
allow parking from 2:00 a.m. to 3:00 a.m. and delay the starting time of the overnight
parking prohibitions from 2:00 a.m. to 3:00 a.m. in these areas. All other restrictions
shall remain in place
The Campustown Business Association asked Staff to consider allowing parking in the
Municipal Parking Lots and on streets after local establishments close. This would
allow customers and employees of the business owners additional time to get to their
parked cars and leave or make arrangements for others to drive customer's vehicles.
The original concept behind the parking prohibition was two-fold. The first reason
relates to maintenance. Snow plowing and street sweeping occurs early in the morning
when parking volumes are at their lowest. The second reason for the overnight
prohibition is to prevent vehicle storage.
Moving the start of the parking prohibition from 2:00 a.m. to 3:00 a.m. will not create an
unusual problem for the snow plowing or street sweeping activities since other areas
can be plowed or swept prior to that time. The objective of discouraging vehicle storage
will also still be met. All other restrictions, such as no parking during snow emergency
declarations, will remain in place.
The City Attorney has prepared the appropriate ordinances and the City Manager
recommends approval of the ordinances.
ALTERNATIVES:
1. Approve the ordinance to modify the parking prohibition in Campustown Lots
(Welch T, Welch X, and Chamberlain Lot Y) and on Campustown Streets (Chamberlain
Street from Hayward Avenue to Lynn Avenue; Hayward Avenue from Lincoln Way to
Hunt Street; Hunt Street from Hayward Avenue to Welch Avenue; Lincoln Way from
Hayward Avenue to Lynn Avenue; Lynn Avenue from Lincoln Way to Chamberlain
Street; Stanton Avenue from Lincoln Way to Chamberlain Street and Welch Avenue
from Lincoln Way to Hunt Street) to allow parking from 2:00 a.m. to 3:00 a.m. and delay
the starting time of the overnight parking prohibitions from 2:00 a.m. to 3:00 a.m. in
these areas. All other restrictions shall remain in place.
2 Reject the request and maintain the current parking prohibitions.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council accept alternative number
one above and approve the ordinance to modify the parking prohibition in Campustown
Lots (Welch T, Welch X, and Chamberlain Lot Y) and on Campustown Streets
(Chamberlain Street from Hayward Avenue to Lynn Avenue; Hayward Avenue from
Lincoln Way to Hunt Street; Hunt Street from Hayward Avenue to Welch Avenue;
Lincoln Way from Hayward Avenue to Lynn Avenue; Lynn Avenue from Lincoln Way to
Chamberlain Street; Stanton Avenue from Lincoln Way to Chamberlain Street; and
Welch Avenue from Lincoln Way to Hunt Street) to allow parking from 2:00 a.m. to 3:00
a.m. and delay the starting time of the overnight parking prohibitions from 2:00 a.m. to
3:00 a.m. in these areas. All other restrictions shall remain in place.
