COUNCIL ACTION FORM
SUBJECT: REVISION OF PARKING REGULATIONS ON WEST STREET
BACKGROUND:
In early February, staff received the attached petition from six residents representing 3
properties on the 3400 block of West Street requesting that parking be allowed on the
street. Staff checked the City Code and determined that on the 3300 block of West
Street alternate side parking is allowed and on the 3500 block parking is allowed on
both sides of the street. The width of West Street is 31 feet, which does not allow
enough room for two lanes of traffic if cars are parked on both sides of the street.
Therefore, parking needs to be prohibited on one side of the street. Consequently, staff
considered the possibility of installing alternate side parking restrictions on this block,
which would allow two-way traffic flow and facilitate snow plowing and other
maintenance activities.
A review of the block determined that there are ten residences on this street that would
be directly impacted if parking were allowed. Consequently, staff contacted property
owners and residents on the block to determine if there was support for the petition or if
there might be opposition. Four of nine owners, or representatives of the owner,
supported the petition. None objected. Five of the ten residents of the homes support
the parking. No residents objected.
ALTERNATIVES:
1. Direct the City Attorney to develop an ordinance to install alternative side parking
regulations on West Street from Franklin Avenue to Colorado Avenue.
2. Take no action and do not change parking restrictions on West Street.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number one above and direct the City Attorney to develop an ordinance to install
alternative side parking regulations on West Street from Franklin Avenue to Colorado
Avenue.
