COUNCIL ACTION FORM
SUBJECT: REQUEST TO APPROVE THE REZONING OF PROPERTY FROM "A"
(AGRICULTURAL) TO "RL" (RESIDENTIAL LOW DENSITY), GENERALLY LOCATED
ON 2725 STATE AVENUE IN SOUTHWEST AMES.
BACKGROUND:
Applicant Request. The subject area under consideration, referred to as the Gustafson
property, is located along State Avenue in the Southwest Growth Corridor. (See map titled
"Location Map".) This property is comprised of approximately 11 .44 acres and is located
south of Dartmoor Road and west of State Avenue.
On August 8, 2000, City Council annexed the subject area into the City of Ames. At that
time, no zoning was requested for the property and therefore was zoned Agricultural. In an
effort to make the existing single-family land use consistent with the City's Zoning
Ordinance and the Land Use Policy Plan, City Council directed staff to initiate a rezoning of
the property from "A" (Agricultural) to "RL" (Residential Low Density).
ANALYSIS.
Municipal Services.
Water. A 12-inch water main runs along the east side of State Avenue. This water
main can adequately serve the subject area.
Sanitary Sewer. There is an 8-inch sanitary sewer main running through the south
east corner of Parcel B and continues through Parcel C.
Electric. The property falls outside of the City of Ames Electric Service Boundary.
Fire Response Time. The City's fire response time goal is to have 85% of the land
area of the city within a response time of five (5) minutes or less. This area falls
within the City's response time goal.
Access/Traffic Impact. A residential drive on the subject property extends to State
Avenue. The property maintains frontage to State Avenue and Dartmoor Road right-of-way.
Land Use. The subject area is zoned "A" (Agricultural) and is adjacent to single-family
residential homes to the west. The property to the south is owned by the City of Ames.
Zoning. Presently, the property is zoned "A" (Agricultural). In order for the property to be
in conformance with the Land Use Policy Plan and the City's Zoning Ordinance, it must be
zoned "RL" (Residential Low Density). (See map titled "Recommended Zoning.')
Land Use Policy Plan (LUPP) Goals and Policies. The subject property is shown on the
LUPP Map as Village/Suburban Residential. Additionally, it is located in the Southwest
Growth Priority Area. Rezoning the property to "RL"would be consistent with the Land Use
Policy Plan, since this zoning would be most consistent with adjacent land uses to the
west. (See map titled, "Land Use Policy Plan".)
RECOMMENDATION OF THE PLANNING & ZONING COMMISSION:
The Planning and Zoning Commission recommended approval of this rezoning request at
their meeting of December 17, 2003.
ALTERNATIVES:
1. The City Council can approve the rezoning of 11.44 acres of land, referred to as the
Gustafson property, located along State Avenue in the Southwest Growth Corridor
from "A" (Agricultural) to "RL" (Residential Low Density).
2. The City Council can approve the rezoning of 11 .44 acres of land, referred to as the
Gustafson property, located along State Avenue in the Southwest Growth Corridor
from "A" (Agricultural) to "RL" (Residential Low Density) with modifications.
3. The City Council can deny the rezoning of 11 .44 acres of land, referred to as the
Gustafson property, located along State Avenue in the Southwest Growth Corridor
from "A" (Agricultural) to "RL" (Residential Low Density).
4. Action on this request can be postponed and referred back to City staff for additional
information.
CITY MANAGER'S RECOMMENDED ACTION:
It is recommended that Alternative #1 be adopted. Alternative #1 is a recommendation to
approve the rezoning of 11.44 acres of land, referred to as the Gustafson property, located
along State Avenue in the Southwest Growth Corridor from "A" (Agricultural) to "RL"
(Residential Low Density).
