COUNCIL ACTION FORM
SUBJECT: APPROVE/REJECT MODIFICATION TO OVERNIGHT PARKING
REGULATIONS IN THE CENTRAL BUSINESS DISTRICT LOTS
BACKGROUND:
Currently the parking prohibitions in the Central Business District (CBD) Lots (X, and Y),
just north of the railroad tracks between Clark Avenue and Kellogg Avenue are set at
2:00 a.m. to 6:00 a.m. and 2:00 a.m. to 4:00 a.m. from Kellogg Avenue to Duff Avenue
(Lot Z). The City Council recently received a request from the owner of Whiskey River
to modify those regulations to start the parking prohibition one-half hour to one hour
later in order to allow time for his employees to undertake closing operations after 2:00
a.m. and not receive parking tickets.
The original concept behind the parking prohibition was two fold. The first reason
relates to maintenance. Street sweeping of the CBD area occurs early in the morning
when parking volumes are at their lowest. The second reason for the overnight
prohibition is to prevent vehicle storage in the lots.
Moving the start of the parking prohibition until 3:00 a.m. will not create an unusual
problem for the street sweeping activities since other areas of the Central Business
District can be swept prior to that time. The objective of discouraging vehicle storage
will also still be met. All other restrictions, such as no parking during snow emergency
declarations, will remain in place.
ALTERNATIVES:
1. Approve the request to modify the parking prohibition in Lots X, Y, and Z of the
Central Business District and direct that the City Attorney prepare the appropriate
ordinance changes to prohibit parking starting from 3:00 a.m. instead of 2:00
a.m. in those lots. All other restrictions shall remain in place.
2 Reject the request and maintain the current parking prohibitions.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council accept alternative number
one above and approve the request to modify the parking prohibition in Lots X, Y, and Z
of the Central Business District and direct that the City Attorney prepare the appropriate
ordinance changes to prohibit parking starting from 3:00 a.m. instead of 2:00 a.m. in
those lots. All other restrictions shall remain in place.
