HomeMy WebLinkAboutA001 - Council Action Form dated November 18, 2003 aid C4F Item # Date: Nove er 18 2003 If COUNCIL ACTION FORM SUBJECT: PARKING REGULATIONS ON BRISTOL DRIVE, EATON AVENUE, AND NORTHRIDGE LANE AND ONE-WAY REGULATION OF NORTHRIDGE LANE. BACKGROUND: This is in response to the filing of the final plat for Somerset Subdivision 13th Addition. The streets in this addition have been constructed and "no parking" signs need to be installed as soon as practical for the information of prospective homeowners in the neighborhood. The city is currently building narrower streets in an effort to calm traffic. However, this requires "no parking" regulations on one side of the street in an effort to make sure the Fire Department has enough room to adequately set up their equipment. It is the practice of the Public Works Department to install no parking signs on one side of the street where the street width is twenty-six feet. Given that parking is prohibited near fire hydrants, the Public Works Department usually prohibits parking on the side of the street that the fire hydrants are located on. This not only provides the maximum amount of on-street parking on the opposite side of the street but this practice also increases the probability that the Fire Department can access the fire hydrant if necessary in an emergency. Currently parking is prohibited on the north side of Bristol Drive and on the east side of Eaton Avenue. Bristol Drive runs westward from Stange Road, intersects with Eaton Avenue, and continues westward before curving to the north and intersecting with Northridge Parkway. Consequently, staff believes the no parking ordinance on the north side of Bristol Drive should be extended to cover the north and east sides of the street. Likewise, Eaton Avenue runs northward from Bristol Drive before curving to the west and intersecting with Northridge Lane. Staff believes the no parking ordinance for this street should be extended to cover the north and east sides of the street. New traffic ordinances are needed for Northridge Lane. This street is only 21 feet wide. However it is to be signed as a one-way street. Therefore parking can be allowed on one side of the street. Since the fire hydrants are on the south side of the street, a no parking ordinance should prohibit parking on the south side of the street. This will allow parking adjacent to the park area at this location. ALTERNATIVES: 1 . Direct the City Attorney to develop an ordinance to prohibit parking at all times on the north and east sides of Bristol Drive, north and east sides of Eaton Avenue, and the north side of Northridge Lane. 2. Direct the City Attorney to develop an ordinance to prohibit parking at all times on the north and east sides of Bristol Drive and Eaton Avenue and the north side of Northridge Lane. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number one above and direct the City Attorney to develop an ordinance to prohibit parking at all times on the north and east sides of Bristol Drive, north and east sides of Eaton Avenue, and the north side of Northridge Lane.
