COUNCIL ACTION FORM
SUBJECT: REVISION OF PARKING REGULATIONS ON BURNETT AVENUE
BACKGROUND:
As part of the 6th Street Project, the City relocated the Post Office boxes formal)
located on the south side of 6th Street to Burnett Avenue between 6th Street and 7t
Street. The new Post Office boxes are located on the west side of Burnett Avenue in
front of Fareway. A turn out was constructed so that citizens could pull off of the
traveled way in order to be able to drop off their mail in a safer manner than had
previously existed on 61h Street.
Currently the 600 block of Burnett Avenue has alternate parking restrictions. Parking is
allowed on the east side of the street on Monday, Wednesday, and Friday. Conversely,
parking is allowed on the west side of the street on Sunday, Tuesday, Thursday, and
Saturday.
As a result of the construction of the subject turnout, parking spaces have been lost on
the west side of Burnett Avenue. Also, there are safety concerns related to the conflict
between parked cars on the west side of the street and the turnout. Parked cars on the
west side of Burnett Avenue inhibit sight distance available to motorists wanting to use
the turnout. Cars parked on the west side of Burnett Avenue too close to the turnout
also can physically interfere with motorist's abilities to make maneuvers in and out of
the turnout.
Furthermore, residents and business operators on the east side of this block have
asked if the City could allow permanent parking on the east side of the street; and in
fact they have requested parking meters on the east side of the street to create the
parking turnover. Staff checked with residents and business operators on the east side
of the 600 block of Burnett Avenue and they were all in agreement with the proposal to
install parking meters.
Staff believes that in order to provide the most parking possible in a safe manner, that
permanent parking should be established on the east side of the 600 block of Burnett
Avenue and parking should be permanently prohibited on the west side of the 600 block
of Burnett Avenue. Furthermore, staff concurs with the proposal to install parking
meters on the east side of the 600 block of Burnett Avenue. The parking meters would
have a rate of 20 cents per hour and a two-hour time limit, which is the same as other
parking meters in the immediate area.
ALTERNATIVES:
1. Adopt an ordinance to remove the existing alternate no parking restrictions on
the 600 block of Burnett Avenue; install permanent no parking signs on the west side of
the 600 block of Burnett Avenue; and adopt a resolution to update the parking meter
map to include the addition of parking meters on the east side of the subject block with
a rate of 20 cents per hour and a two hour time limit.
2. Do nothing and leave alternate parking restrictions on the 600 block of Burnett
Avenue.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council accept Alternative #1,
which would adopt an ordinance to remove the existing alternate no parking restrictions
on the 600 block of Burnett Avenue; install permanent no parking signs on the west side
of the 600 block of Burnett Avenue; and adopt a resolution to update the parking meter
map to include the addition of parking meters on the east side of the subject block with
a rate of 20 cents per hour and a two hour time limit.
