HomeMy WebLinkAboutA001 - Council Action form dated May 27, 2003 a Item # 37 Date: May 27, 2003 COUNCIL ACTION FORM SUBJECT: SPEED LIMITS ON BLOOMINGTON ROAD BACKGROUND: This is in response to a request from a citizen that asked us to lower the posted 45 miles per hour (mph) speed limit on Bloomington Road in the vicinity of Valley View Drive. It is staff's opinion that the existing 45 mph speed limit posted on this section of Bloomington Road is appropriate due to the rural nature of the roadway in this area. However, it was noted that there is no ordinance covering the speed limit from the curve where George Washington Carver Avenue changes into Bloomington Road to a point 1 ,100 feet west of the intersection of Bloomington Road and George Washington Carver Avenue. Staff recommends passing an ordinance to cover the posted 45 mph speed limit on the west end of Bloomington Road. The attached maps show the existing situation whereby the speed limit changes from 45 mph to 55 mph east of the curve. If the proposed change is made, the 45 mph limit will extend to the center of the curve as is shown on the second map. ALTERNATIVES: 1 . Approve an ordinance to confirm the existing posted 45 mph speed limit from the curve where George Washington Carver Avenue turns into Bloomington Road to a point 1,100 feet west of the intersection of Bloomington Road and George Washington Carver Avenue. 2. Do nothing, and by default thereby direct the Public Works Department to install 55 mph speed limit signs on the west end of Bloomington Road to coincide with the existing legal speed limit. 3. Direct staff to initiate a process to lower the speed limit in the area. Speed studies completed as a part of this analysis showed that the 85th percentile speed is 58 mph. Getting compliance with a speed limit lower that 45 mph would be very difficult. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number one above and approve an ordinance to confirm the existing posted 45 mph speed limit from the curve where George Washington Carver Avenue turns into Bloomington Road to a point 1,100 feet west of the intersection of Bloomington Road and George Washington Carver Avenue.
