Re: Revision of Parking Restrictions, East 5th Street Near Power'Pfi
Dear Mayor Tedesco and Council Members:
At its meeting of February 11 the City Council directed the preparation of an ordinance to revise the
parking restrictions on East 5`' Street near the power plant. The Council direction was:
a. remove the 70 feet of"No Parking"that extends west from the alley on the south side;
b. remove the 170 feet of"No Parking"that extends east from Carroll Avenue;
C. provide a reserved space for power plant visitors.
The attached ordinance,by enacting a revised Section 18.25 of the Ames Code removes the 170 feet
of"No Parking" on the north side of East 5th Street. The 70 feet of"No Parking" on the south side
was established by City Manager authority pursuant to Sec. 26.4 Ames Code, and has been removed
by the same means. See the attached"Traffic Control Authorization".
Rather than enacting an ordinance to specify one reserved"Visitor Parking"space,it is proposed that
the City Manager's authority under Sec. 18.5 Ames Code be expanded so he can designate the desired
reserved space at the power plant, and do the same at other City buildings if the need to do so should
occur. See Section Two of the attached ordinance. The Manager designation method is preferred by
the City Traffic Engineer.

HEREBY AUTHORIZE THAT TRAFFIC CONTROLS BE REPEALED AS DESCRIBED

JUSTIFICATION:
This will result in the removal of parking restrictions on the south side of Fifth Street
between Duff Avenue and Carroll Avenue. As work on the City Power Plant neared
completion staff was asked to remove the temporary parking restrictions that had been
installed on Fifth Street between Duff Avenue and Carroll Avenue to facilitate
construction. While restoring the parking to its original condition staff was advised that
there was a no parking ordinance on the books and that the signs had existed on the
building for the lumberyard before it burned.
Currently parking is prohibited on the south side of Fifth Street from the alley between
Duff Avenue and Carroll Avenue west 70 feet. Currently the city is considering
purchasing the property at this location and the Power Plant does not mind this area
being used for parking. Staff concurs that parking could be allowed in this area.
It is the recommendation of staff that the City Manager repeal the existing no parking
restriction on the south side of Fifth Street at the alley between Duff Avenue and Carroll
Avenue from the alley west 70 feet.
