HomeMy WebLinkAboutA001 - Council Action Form dated February 25, 2003 COUNCIL ACTION FORM O �p ao Y ITEM # DATE: FebruarV Z2O SUBJECT: Combined Mechanical/Plumbing Code Board of Appeals BACKGROUND: In 1991 the City adopted its own building, electrical, plumbing and mechanical codes in lieu of the State Codes. This created Boards of Appeals for the Electrical Code, Plumbing Code and Building Code. The Building Code Board of Appeals was to also serve for appeals on the Mechanical Code. That same year the Building Code Board of Appeals asked that they be relieved from mechanical code appeals and that a Mechanical Code Board of Appeals be created due to the lack of knowledge on mechanical code issues by the board members. The City Council approved the recommendation and a Mechanical Code Board of Appeals was created and continues to the present. After several years of service the Mechanical Code and Plumbing Code Boards of Appeals have been discussing the benefits of combining these two boards since there is such an overlap of issues. Both boards have voted to combine into one board and the Inspection staff believes it would better serve the public by limiting confusion on issues pertaining to both boards. The new combined Mechanical and Plumbing Board would commence on April 1 , 2003 and would consist of a journeyman plumber, master plumber, journeyman mechanical, master mechanical and a fifth of either journeyman or master of either trade or a person with professional teaching experience or study in engineering of plumbing or mechanical systems. There would not be more than one member from the same company. The plumbing/mechanical inspector would be an ex officio member and would be the board's secretary. ALTERNATIVES: 1. Authorize the City Attorney to draft an ordinance change to reflect the makeup of a new combined mechanical/plumbing board as explained above. 2. Deny the request, which would allow for the continuation of the two boards as currently allowed by ordinance. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1 Authorizing the City Attorney to draft language to combine the Mechanical and Plumbing Code Boards of Appeals. COUNCIL ACTION:
