COUNCIL ACTION FORM
SUBJECT: PARKING REGULATIONS ON CLAYTON DRIVE, KENT AVENUE,
KINGSTON DRIVE, AND SOMERSET DRIVE
BACKGROUND:
The streets in Somerset Subdivision, 12th Addition, have been constructed and parking
prohibitions need to be installed as soon as practical for the information of prospective
homeowners in the neighborhood.
The City is currently authorizing the construction of narrower streets in an effort to calm
traffic. However, this requires "no parking" signs on one side of the street in an effort to
make sure the Emergency Services have enough room to adequately set up it's
equipment. It is the practice of the Public Works Department to install no parking signs
on one side of the street where the street width is twenty-six feet. Given that parking is
prohibited near fire hydrants, the Department usually prohibits parking on the side of the
street that the fire hydrants are located on. This not only provides the maximum amount
of on-street parking on the opposite side of the street but the practice also increases the
probability that the Fire Department can access the fire hydrant if necessary in an
emergency.
Currently parking is prohibited on the north side of Clayton Drive, the east side of Kent
Avenue, and the east side of Somerset Drive at all times. The fire hydrants are on the
same sides of the streets in the Somerset Subdivision 12th Addition. Therefore, the
existing ordinances would also cover the 12th addition in accordance with the Public
Works Department's current practices. A new "no parking" ordinance would be needed
for Kingston Drive. The fire hydrants in the subject subdivision are on the north side of
Kingston Drive and therefore current practice would result in the no parking signs being
installed on the north side of the street.
ALTERNATIVES:
1. Direct the City Attorney to develop an ordinance to prohibit parking at all times on
the north side of Kingston Drive.
2. Do nothing and allow parking on both sides of Kingston Drive.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number one above and direct the City Attorney to develop an ordinance to prohibit
parking at all times on the north side of Kingston Drive.
