Good Morning Again!
As we finalize the agenda for next week, I am reminded that two items are not listed, the Haverkamp
rezoning near Billy Sunday Road and the Commercial Land Use Study. I am sure a few of you will
question why these items are not before you on 9/24. Both these items developed out of requests made to
the Council and later referred to City staff. The staffs comments were then conveyed directly back to the
Council. To date, the P &Z Commission has not been involved in the process.
According to State law, the Planning and Zoning Commission must be given an opportunity to review and
offer a recommendation to the Council on matters involving rezoning requests. Therefore, the Haverkamp
issue will be going to the P &Z C on Wednesday, September 18th (tonight). Therefore, there is not
enough time given the Tribune's rules for publishing to have this item ready for your September 24th
meeting. It should be back before you by your first meeting in October, unless the item is tabled by the
Commission.
According to your own policy, the Planning and zoning Commission must be given an opportunity to
review and offer a recommendation on matters involving changes to the LUPP. This is precisely what is
contemplated in the Commercial Land Use Study. They will consider this study at their first meeting in �J C
October. So, this matter will be before you by your first meeting in O ober, unless the P &Z Commission
tables this issue. Ic) -po
I hope this e-mail clarifies the process. These are two unusual occurrences. We have attempted to report
back to you first when an item like this is referred by Council to the staff, so that you see our
recommendations first. In hindsight, it might be preferable to first report back to the P &Z Commission on
matters related to rezoning or LUPP changes and then on to the City Council.
