COUNCIL ACTION FORM
SUBJECT: CORRECTION OF PARKING REGULATIONS ALONG CRYSTAL
STREET FROM SOUTH DUFF TO ONYX STREET
BACKGROUND:
Staff has become aware of inconsistencies between the parking regulations that are
posted on the street and those shown in the parking ordinance dealing with the area of
Crystal Street from South Duff to Onyx Street. When the parking restrictions were
implemented a couple of years ago, there were several iterations as staff and the City
Council worked with the area residents to maximize safety and minimize neighborhood
inconvenience. Unfortunately the final ordinance language did not reflect the "final"
version that has been posted on the street for the past two years. The error was
discovered as staff responded to a request for parking regulation waiver for a private
event in the area. The differences between the posted signs and the printed regulations
deal with dimensions. The general areas of no parking involve the south and east sides
of the street and through the curves along the street.
In order to correct the error, two things could be done. The first relates to matching the
posted parking prohibitions in the regulations. The second involves matching the
adopted regulations with the signing posted on the street.
Because the residents of the area have accepted the parking prohibitions for the past
two years and they meet the safety needs of the area, it would be less controversial to
match the ordinance with the way that the parking prohibitions are signed.
ALTERNATIVES:
1 . Direct the City Attorney to prepare an ordinance correcting the parking
regulations on Crystal Street so that they read:
a) Parking is prohibited at all times on the east and south sides from 100 feet
north of Ruby Circle to 410 feet east of Onyx Street;
b) Parking is prohibited at all times on the south and east sides from South
Duff to 494 feet east of Opal Drive;
b) Parking is prohibited at all times along the west and north sides from a
point 325 feet south of Ruby Circle to 60 feet east of Topaz Court.
2. Match the signs to the adopted ordinance. This would change the established
acceptance of the parking regulations by the area residents since the "new" signing
would shift some of the parking regulations.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council accept alternative number
one above and direct the City Attorney to prepare an ordinance correcting the parking
regulations on Crystal Street so that they read:
a. Parking is prohibited at all times on the east and south sides from 100 feet
north of Ruby Circle to 410 feet east of Onyx Street;
b. Parking is prohibited at all times on the south and east sides from South
Duff to 494 feet east of Opal Drive;
C. Parking is prohibited at all times along the west and north sides from a
point 325 feet south of Ruby Circle to 60 feet east of Topaz Court.
