HomeMy WebLinkAboutA001 - Council Action Form dated May 14, 2002 ITEM # 44 DATE May 14, 2002 COUNCIL ACTION FORM SUBJECT: CITY OF AMES BICYCLE REGISTRATION AND LICENSE BACKGROUND: At the April 23, 2002 Ames City Council meeting, the Council directed the City Attorney to draft a change to Chapter 4 of the Municipal Code by providing for one bicycle registration for the city of Ames and Iowa State University, jointly administered by both, with no fee and no time limit. This registration program will replace the current code requirement for fee-based mandatory licensing. Upon consultation with the City Attorney, it was recommended that Sections 4.1 through and including 4.5 be eliminated. Rather than creating a new code section, however, it now seems adequate for the Council to authorize the new free, non-mandatory bicycle registration program by Council resolution. Officials at Iowa State University have agreed to work with officials at the City of Ames in creating one bicycle registration tag at no cost to the bicycle owner and administered by both Departments. This cooperation is intended to make the registration process easier and more convenient for Ames citizens and Iowa State University faculty, staff and students. It is also intended to help facilitate the return of bicycles that are lost or stolen. The City will continue to provide bicycle registration tags to various bicycle shops and other outlets that are presently used. The City will also provide for on-line registration through the City website. ALTERNATIVES: 1. Make no changes to Chapter 4 of the Municipal Code and retain the current system of fee-based, mandatory bicycle licensing. 2. Eliminate Sections 4.1 through 4.5 of the Municipal Code and adopt a resolution authorizing the City staff to work together with Iowa State University officials in providing for the registration of bicycles so as to facilitate the return of bicycles that are lost or stolen. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 2, thereby eliminating Sections 4.1 through 4.5 of the Municipal Code and adopting a resolution authorizing the City staff to work together with Iowa State University officials in providing for the registration of bicycles so as to facilitate the return of bicycles that are lost or stolen.
