HomeMy WebLinkAboutA001 - Council Action Form dated April 23, 2002 I — A ITE42q M# oP DATE 04/23/02 COUNCIL ACTION FORM SUBJECT: MOTION TO APPROVE A TECHNICAL AMENDMENT TO SECTION 29.408 OF THE ZONING ORDINANCE, REGARDING SCREENING REQUIREMENTS FOR MECHANICAL EQUIPMENT. BACKGROUND: On February 6, 2002 the Planning and Zoning Commission recommended approval of a proposed amendment to the Zoning Ordinance regarding screening requirements for mechanical equipment. On February 26, 2002 the City Council considered the amendment to Section 29.408 of the Zoning Ordinance, regarding screening requirements for mechanical equipment. The Council tabled action and directed staff to clarify whether the screening requirements apply to single-family dwellings in residential zones. It was believed that some exceptions should be allowed. In response to direction by the City Council, staff has revised the proposed amendment of Section 29.408 to exclude "single-family and two-family dwellings" from the screening requirements for mechanical equipment, as shown on the attached Zoning Ordinance Technical Amendment. The proposed changes to Section 29.408, which were included as part of the amendments considered by the Commission and Council in February, are still part of the proposed amendment. These changes will regulate mechanical equipment mounted on the walls of buildings and clarify that the type of exterior materials required for the screening of roof, or wall mounted equipment, must be consistent with (the same, or nearly the same as) other architectural materials used on the exterior of the building. RECOMMENDATION OF THE PLANNING & ZONING COMMISSION: The Planning & Zoning Commission recommended approval of the proposed amendments to the Zoning Ordinance at their meeting of April 3, 2002. ALTERNATIVES: 1. The City Council can approve the technical amendment to Section 29.408 of the Zoning Ordinance, regarding screening requirements for mechanical equipment. 2. The City Council can deny approval of the technical amendment to Section 29.408 of the Zoning Ordinance, regarding screening requirements for mechanical equipment. 3. The City Council can refer the proposed technical amendment back to staff for additional information. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that Alternative #1 be adopted. This action will approve the technical amendment to Section 29.408 of the Zoning Ordinance regarding screening requirements for mechanical equipment. OTHER GENERAL DEVELOPMENT STANDARDS. (4) Mechanical Equipment. For all uses, except for single-family and two-family dwellings, all mechanical equipment located on the ground, such as cooling or heating equipment, pumps or generators, shall be substantially screened from the street and any abutting residential properties by a partially sight obscuring fence and/or shrubs. Such fence and/or shrubs shall be at least six inches higher than the height of the mechanical equipment.
