HomeMy WebLinkAboutA002 - Council Action Form dated March 26, 2002 ITEM # DATE 03/26/02 COUNCIL ACTION FORM SUBJECT: MOTION TO APPROVE/DENY THE REZONING OF PROPERTY LOCATED AT 2503 HOOVER AVENUE FROM "S-GA" (GOVERNMENT/AIRPORT DISTRICT) TO "RL" (RESIDENTIAL LOW DENSITY). BACKGROUND: The property owner, the City of Ames, is requesting that the property located at 2503 Hoover Avenue (2503 Hoover Avenue, 2501 Hoover Avenue, and 1515 24th Street) be rezoned from "S-GA" (Government/Airport District) to "RL" (Residential Low Density). The property, or subject area, is the site of a former City of Ames water tower and is 1.0 acre in size. The City of Ames currently owns this land and has subdivided the parcel into three lots for a single-family detached residential development. The lots will be conveyed to the Story County Land Trust and Habitat for Humanity for the construction of three single-family residential homes. In order for the proposed homes to conform to zoning standards, the subject area must be rezoned to "RL" (Residential Low Density). There are no public improvements that will be installed on the subject property. The site is an infill project completely surrounded by existing development and infrastructure. The surrounding infrastructure (street, water, sanitary sewer, storm sewer, and electric) is of adequate size and condition to serve the single-family residential units that are proposed to be developed on the subject property. Land Uses. The subject area is currently a vacant, government owned (City of Ames), abandoned water tower site. The existing land uses that border the property are as follows: Location Land Use North Single-Family Homes East Religious Institution (Church) South Single-Family Homes West Single-Family Homes Z Zoning. Presently, the property is zoned "S-GA" (Government/Airport District). The following table outlines neighboring zoning designations to the subject area. (See Map Titled, 'Zoning Plat') Location Zoning North Residential Low Density East Residential Low Density South Residential High Density West Residential High Density Land Use Policy Plan (LUPP) Goals and Policies. The Land Use Policy Plan Map designates 2503 Hoover Avenue as "RL" (Low Density Residential). Rezoning the subject property from "S-GA" (Government/Airport District) to "RL" (Residential Low Density) is consistent with the Land Use Policy Plan Map. Furthermore, this project proposal is consistent with Goal Numbers 2, 5, and 6 of the Land Use Policy Plan. Goal No. 2: "In preparing for the target population and employment growth, it is the goal of Ames to assure the adequate provision and availability of developable land. It is the further goal of the community to guide the character, location, and compatibility of growth with the area's natural resources and rural areas." (LUPP, P. 24) • The subject property is well suited for residential development and detached single-family homes are compatible with the surrounding land uses. Rezoning of the subject area to "RL" (Residential Low Density) will allow for the intensification of undeveloped land area within corporate limits in context of the City's growth preferences. Goal No. 5: "It is the goal of Ames to establish a cost-effective and efficient growth pattern for development in new areas and in a limited number of existing areas for intensification. It is a further goal of the community to link the timing of development with the installation of public infrastructure including utilities, multi-modal transportation system, parks and open space." (LUPP, P. 27) • The area can be adequately served by municipal infrastructure. The rezoning of the subject area will add to the single-family residential land inventory, as identified on the LUPP Map. Goal No. 6: "It is the goal of Ames to increase the supply of housing and to provide a wider range of housing choices." (LUPP, P. 28) • The proposed single-family development will provide affordable housing to the Ames community. 2 RECOMMENDATION OF THE PLANNING & ZONING COMMISSION: The Planning & Zoning Commission reviewed this rezoning proposal at their meeting of March 6, 2002 and approval was recommended. ALTERNATIVES: 1. The City Council can approve the rezoning of property located at 2503 Hoover Avenue (at the northwest corner of 24th Street and Hoover Avenue) from "S-GA" (Government/Airport District) to "RL" (Residential Low Density). 2. The City Council can deny approval of the rezoning of property located at 2503 Hoover Avenue (at the northwest corner of 24th Street and Hoover Avenue) from "S-GA" (Govern/Airport District) to "RL" (Residential Low Density). 3. Action on this request can be postponed and referred back to City staff for additional information. MANAGER'S RECOMMENDED ACTION: It is recommended that Alternative #1 be adopted. This action will approve the rezoning of property located at 2503 Hoover Avenue (at the northwest corner of 24th Street and Hoover Avenue) from "S-GA" (Government/Airport District) to "RL" (Residential Low Density).
