COUNCIL ACTION FORM
SUBJECT: REQUEST FOR 1'2 HOUR PARKING ONLY" ZONE ALONG 5T" STREET
IN FRONT OF THE PYLE OFFICE PARK PROPERTY.
BACKGROUND:
A request was received from Dennis Pyle, owner of the Pyle Office Park property, to
designate a "two hour parking only" zone along the north side of 5th Street adjacent to
the Pyle Office Park property. This "two-hour" parking zone would be designated only
during business hours (i.e. 8.00 a.m. to 6.00 p.m., Monday to Saturday) when short-
term spaces are needed by patrons of the office building. It would extend along seven
of the nine parking spaces along this 5th Street block section from Allan Drive to
Northwestern Avenue. The other two parking spaces along the west end of this block
section would not be designated and remain for all-day parking use. These two parking
spaces are currently used primarily to accommodate long-term parking needs for the
adjacent rooming house at 731 5th Street owned by Peter and Mary Matthews. Shown
on the attached diagram is the location for the proposed parking zone along this block
section.
According to Mr. Pyle's attached correspondence, this measure is being sought to
improve parking turnover along this curb area for business purposes in this
"neighborhood commercial" zoned area. Accessing these on-street parking spaces is
now a problem for patrons due to the heavy employee parking utilization along the block
section. (Currently, streets in this area including Northwestern Avenue are impacted by
this long-term use due to the limited supply of off-street parking for employees.) Mr.
Pyle has indicated that this short term parking zone will be especially needed in the
future when new tenants will occupy a 5,000 square foot office space in the Pyle Office
Park building in April, 2002. Plans call for this office space to be occupied by an
orthodontist who will have more patients than previous occupants of this building. It is
noted that these patients will prefer to park in more convenient parking spaces along 5th
Street than maneuver into the adjacent Pyle Office Park parking lot.
To evaluate the existing conditions, staff surveyed the on-street parking use along this
5th Street block section. This survey showed that parking was moderately to heavily
utilized (69%) during the daytime period (9.00 a.m. to 5.00 p.m.). Of the nine parking
spaces along this section, six parking spaces were used almost throughout the day by
users for long term parking (6-hour average per vehicle). Three other spaces were
utilized by patrons for shorter-term parking that extended from 1 to 2 hours.
The property owners adjacent to this 5th Street section were notified about this proposed
parking measure. A response was received from Peter and Mary Matthews, owners of
the 731 5th Street rooming house, who were against the proposed parking measure.
Although they realized that this measure would not change the parking prohibitions

along the two spaces along their property, they believed that it would result in problems
with their tenants accessing these spaces. As indicated in Ms. Matthews attached
correspondence, they have a concern that the two parking spaces in front of their
rooming house would be filled for other long-term parking needs, especially since there
is a shortage of employee parking spaces in this area. They also do not want to
designate these two spaces as "two-hour parking only" prohibitions since their tenants
also use these spaces for longer term parking needs.
In evaluating this measure, staff does recommend that the short-term parking be
designated along the seven parking spaces next to the Pyle Office Park property. Due
to the higher turnover rate with the short-term parking, it is believed that it would
accommodate more parking needs than the long-term use that now exists. Staff
believes that shifting this longer-term parking elsewhere would not detrimentally impact
surrounding street conditions due to the parking availability. It should be noted that
there are available on-street parking spaces along Northwestern Avenue (Allan Drive to
6th Street) where up to seven spaces are currently unoccupied during the day.
ALTERNATIVES:
1. Approve the request to designate a "two hour parking only" zone along 5th Street
adjacent to the Pyle Office Park property and direct the City Attorney to prepare the
appropriate ordinance.
2. Do nothing, thereby allowing long-term parking to exist along this area.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number 1, thereby approving the request to designate a "two hour parking only" zone
along 5th Street adjacent to the Pyle Office Park property and direct the City Attorney to
prepare the appropriate ordinance.

Dear Steve:
We and our tenants have had continuing difficulty with parking on 51h Street between the
properties known as Pyle Office Park and the Knapp Tedesco building. The problem we have
experienced is cars parked on the street most of the day so the patrons of our buildings on both
sides of 5`h Street do not have ready access to transitional customer parking.
These persons who are parking on the street typically cross Grand to the east and work
somewhere in the downtown area.
Our Office Park was recently changed to neighborhood commercial and we have one-fourth of
the commercial space vacant. We have had difficulty renting this commercial space,partially
because there is not easily accessible transitional parking for prospective patrons of the
businesses who have inquired about renting the property.
The purpose of this letter is to request the City make the parking on 5`h Street between Allan
Drive and our Pyle Office Park entry drive a two hour parking area. This would allow all
businesses in the area to utilize the readily accessible street parking for use by transitional
visitors/patrons of our adjacent buildin s.
