COUNCIL ACTION FORM
SUBJECT: APPROVING A REQUEST TO DESIGNATE A 50' BUS LOADING ZONE ALONG
MCKINLEY DRIVE NEXT TO FELLOWS ELEMENTARY SCHOOL.
BACKGROUND:
A request has been received from the Fellows Elementary School Principal, Carol D. Allgood, to
officially designate a 50' bus-loading zone on the south side of McKinley Drive west of the school's
west parking lot entrance. This curb section has been used for years by bus drivers for unloading
and loading kindergarten students during the noontime period; however, it had not been properly
coded or signed. According to school officials, it should now be designated to alleviate problems
that frequently occur when parents inadvertently park at this curb location during this noon period.
Of course, when this occurs it forces the bus drivers to travel to other more remote locations to
load/unload students. Notwithstanding, this is very difficult and timely for bus drivers who then
must locate a large curbside parking space along McKinley Drive. On most days, a conveniently
located large space is not readily found due to the number of parents who are dropping off or
picking up children.
This proposed bus-loading zone along the south side of McKinley Drive will extend approximately
50' west of the west entrance of the Fellows Elementary School parking lot. This designated curb
section will allow sufficient space for a single 45' bus to park, and maneuver out onto the street.
Since the bus only loads and unloads students during short periods during the noon time period,
the loading zone would only be designated for the 11:00 a.m. to 12:30 p.m. period during school
days only. For the remainder of the time, adjacent residents could use the space to accommodate
parking needs for their visitors and guests. Attached is a diagram showing the proposed bus
loading zone location.
The property owners residing next to this proposed bus-loading zone have been contacted. No
objections to this measure have been expressed.
ALTERNATIVES:
1. Designate a 50' Bus Loading Zone along the south side of McKinley Drive west of the
Fellow's School West Entrance Drive. This zone would be designated for periods from 11:00 a.m.
to 12:30 p.m. during school days only.
2. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative number 1,
thereby directing the City Attorney to draft an ordinance for designating a 50' Bus Loading Zone
along the south side of McKinley Drive west of the Fellow's School West Entrance Drive. This
zone would be designated for periods from 11:00 a.m. to 12:30 p.m. during school days only.
