COUNCIL ACTION FORM
SUBJECT: PARKING PROHIBITIONS FOR THE BLOOMINGTON HEIGHTS 8T"
AND 9 AND BROOKVIEW PLACE WEST, AND NORTHRIDGE HEIGHTS 1ST
SUBDIVISIONS.
BACKGROUND:
During the review of the parking prohibitions for the Bloomington Heights (8th and 91h
Additions), Brookview Place West, and Northridge Heights (1st Addition) Subdivisions,
staff worked with developers on plans to designate parking prohibitions on one or both
sides of new subdivision streets. The plans proposed for these new subdivisions are
typical to ones approved in the past that call for providing the desired street widths for
the safe passage of traffic and emergency vehicles. According to these plans, parking
is proposed on one side along all of these "local" type streets to provide a safe street
width for traffic and emergency vehicles. Provided below are the proposed parking
prohibition plans for each new subdivision.
Bloomington Heights (8th and 9111 Additions) Subdivision Parking Plan
Parking prohibitions are proposed along one side of local residential streets including
Westlawn Drive, Brickman Avenue, and Welbeck Drive for the purpose of providing safe
traffic and emergency access along these 27' wide streets. Prohibitions proposed by
developers and staff are listed below:
Westlawn Drive Prohibitions along the southeast side from Stone Brooke Road to
Welbeck Drive
Welbeck Drive Prohibitions along the southwest side from Hyde Avenue to the
north end
Brickman Avenue Prohibitions along the southeast side from Welbeck Drive to the
north end
Brookview Place West Subdivision Parking Plan
Parking prohibitions are proposed along one side of local residential streets including
Tennessee Street and California Avenue for the purpose of providing safe traffic and
emergency access along these 27' wide streets. Prohibitions proposed by developers
and staff are listed below:
Tennessee Street Prohibitions along the south side from California Avenue to the
west end
California Avenue Prohibitions along the east side from Ontario Street north to the
north end.

Northridge Heights (1st Addition) Subdivision Parking Plan
Parking prohibitions are proposed along one side of local residential streets including
Bridgeport Drive, Valley View Road, and Burnham Drive for the purpose of providing
safe traffic and emergency access along these 27' wide streets. Prohibitions proposed
by developers and staff are listed below:
Bridgeport Drive Prohibitions along the south and west side from Valley View Road
west and north to the north end
Valley View Road Prohibitions along the west side from George Washington Carver
north to the north end
Burnham Drive Prohibitions along the south side from Valley View Road east to
the east end
As noted above, it has been the past practice to designate parking prohibitions
along new subdivision streets with typical widths of 27' and 31' for traffic safety
purposes. All local streets noted above within these new subdivisions of
Bloomington Heights 81h and 9111 Additions, Brookview Place West, and Northridge
Heights (1st Addition) Subdivisions have a 27' street width. With this street width,
parking should be prohibited on one side to accommodate two-way traffic flow. If
parking were allowed on both sides of the street, the available street width for traffic
would be reduced to 15', or one lane of travel. This would not only create a hazardous
situation for traffic, but also would restrict access by emergency vehicles.
ALTERNATIVES:
1. Prohibit parking as indicated in the above report for new streets in the
Bloomington Heights 8th and 91h Additions, Brookview Place West, and Northridge
Heights (1st Addition) Subdivisions.
2. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number 1, thereby, directing the City Attorney to draft an ordinance prohibiting parking
as indicated in the above report for new streets within the Bloomington Heights 8th and
9th Additions, Brookview Place West, and Northridge Heights (1st Addition) Subdivisions.
