HomeMy WebLinkAbout~Master - Establishing Boundaries for Wards and Precincts s ORDINANCE NO. 3637 AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY OF AMES,IOWA,BY REPEALING SECTIONS 6.4 THROUGH 6.11 AS THEY NOW EXIST AND ENACTING NEW SECTIONS 6.4 THROUGH 6.11 FOR THE PURPOSE OF ESTABLISHING BOUNDARIES FOR WARDS AND PRECINCTS;REPEALING ANY AND ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT TO THE EXTENT OF SUCH CONFLICT; PROVIDING A PENALTY;AND ESTABLISHING AN EFFECTIVE DATE. BE IT ENACTED,by the City Council for the City of Ames,Iowa,that: Section One. The Municipal Code of the City of Ames, Iowa shall be and the same is hereby amended by repealing sections 6.4 through 6.11 and enacting new sections 6.4 through 6.11 as follows: "Sec.6.4. FIRST WARD DESCRIBED. The First Ward consists of that part of the City of Ames which lies easterly of a line of demarcation described as beginning at a point where the southmost corporate limits intersect South Riverside Drive, and then running north along the centerline of South Riverside Drive and the corporate limits to a point of intersection with the south line of the ISU Research Park; then west along said line to a point of intersection with Elwood Drive Extended,then north on Elwood Drive Ext. to a point of intersection with an abandoned railroad right-of-way; then southwest along the abandoned railroad right-of-way to the south boundary of the Wessex apartment complex;then west along the said south line of Wessex apartment complex and west along the south line of Christofferson Park;then north along west side of Christofferson Park to the centerline of Oakwood Road;then west along the centerline of Oakwood Road to the centerline of Green Hills Drive;then continuing north and easterly along the centerline of Green Hills Drive to a point of intersection with Elwood Drive; then north along the centerline of Elwood Drive to the point of intersection with Mortensen Road;then west along the centerline of Mortensen Road to Beach Avenue;then north along the centerline of Beach Avenue to Lincoln Way;then east along the centerline of Lincoln Way to Grand Avenue; then north along the centerline of Grand Avenue to Twenty-Fourth Street;then east along the centerline of Twenty-Fourth Street to Jensen Avenue;then north along the centerline of Jensen Avenue to Luther Drive; then west and north along the centerline of Luther Drive to Twenty-Eighth Street,then west along the centerline of Twenty-Eighth Street to Grand Avenue;then north along the centerline of Grand Avenue to the north corporate limits of the city;then east along north corporate limits to Skunk River; then north along Skunk River to the north line of the DOT property;then easterly along the DOT property to the northeast corner of the DOT property; then south and westerly along the DOT property to the centerline of the Skunk River;then southerly along the centerline of the Skunk River to the north boundary of Inis Grove Park;then east and south along the northeast boundary of Inis Grove Park to the centerline of the Skunk River;then southeasterly along the centerline of the Skunk River to the north boundary of River Valley Park;then along the north and east boundary of River Valley Park to the centerline of 13th Street; then east along the centerline of 13th Street to the west boundary of the Eastgate commercial area;then north and east and north along the west boundary of Eastgate commercial area;then continuing north along the west boundary of the North Dayton Industrial Development site;then east along the north boundary of the North Dayton Industrial Development site to Dayton Avenue; then north along the centerline of Dayton Avenue to the Eagle's Loft Child Care Center; and then along the south, west and north boundaries of the Eagle's Loft Child Care Center to the centerline of Dayton Avenue; then north along the centerline of Dayton Avenue to the north line of the USDA complex;then east along said north border to Interstate 35;then south along the west line of Interstate 35,following the corporate limits to the northern boundary of the Union Pacific railroad tracks;then west,south and east along said railroad tracks across Interstate 35 to the west boundary of the Barilla property; then north and 1 east along the border of the Barilla property;then south along the east border of the Barilla property to E Lincoln Way;then west along E Lincoln Way across Interstate 35 to the west line of Interstate 35; then south along the west line of Interstate 35 following the corporate limits to South Dayton Avenue; then south along South Dayton Avenue to the south border of the Cyclone Truck Stop property;then west along the south and west boundaries of the Cyclone Truck Stop property to US Highway 30; then west along US Highway 30;then north along the corporate limits to South 16th Street; then east along South 16th Street to the westerly boundary of the South Dayton commercial/industrial development area; then north along the west line of the South Dayton commercial/industrial development area;then west along the south corporate limits;then south along the east corporate limits to US Highway 30;then east along US Highway 30 to the east border of the Youth Sports Complex and the corporate limits;then south and westerly along the corporate limits to the point of beginning. The Second Ward consists of that part of the City of Ames which lies north and west of a line of demarcation described as beginning at a point where Squaw Creek intersects the northwest corporate limits of the City,as said limits are now or hereafter established;then south and east along the centerline of Squaw Creek to a point of intersection with Stange Road; then south along the centerline of Stange Road to Pammel Drive; then east along the centerline of Pammel Drive to Wallace Road;then south along the centerline of Wallace Road to College Creek;then east along College Creek to Elwood Drive;then south along the centerline of Elwood Drive to the intersection with Lincoln Way; then east along the centerline of Lincoln Way to the intersection with Grand Avenue;then north along the centerline of Grand Avenue to Twenty-Fourth Street;then east along the centerline of Twenty-Fourth Street to Jensen Avenue;then north along the centerline of Jensen Avenue to Luther Drive;then west and north along the centerline of Luther Drive to Twenty-Eighth Street;then west along the centerline of Twenty-Eighth Street to Grand Avenue;then north along the centerline of Grand Avenue to a point on the north corporate limits of the city;then following the corporate limits west and south to the point of beginning. The Third Ward consists of that part of the City of Ames lying south and west of a line of demarcation described as beginning at the point where the westernmost corporate limits of the City, as said limits are now or hereafter established,intersect with Lincoln Way;then south and easterly along the west corporate limits to the north line of US Highway 30;then east along the north line of US Highway 30 to the east border of the Meadowwood Apartment Complex;then north and east and south along the corporate limits to the south corporate limits;then east and south along the corporate limits to Zumwalt Station Road;then east along the south corporate limits to the intersection of Green Hills Road and Oakwood Road; then north and east along the centerline of Green Hills Drive to Elwood Drive;then north along the centerline of Elwood Drive to Mortensen Road;then west along the centerline of Mortensen Road to Beach Avenue;then north along the centerline of Beach Avenue to Lincoln Way;then west along the centerline of Lincoln Way, and along the corporate limits to the point of beginning. The Fourth Ward consists of that part of the city bounded by a line of demarcation described as beginning at a point where Squaw Creek intersects the northwest corporate limit of the city as said limit is now or hereafter established;then running south and east along the center of Squaw Creek to a point of intersection with Stange Road;then south along the centerline of Stange Road to Pammel Drive; then east along the centerline of Pammel Drive to Wallace Road; then south along the centerline of Wallace Road to College Creek;then east along the center of College Creek to Elwood Drive; then south along the centerline of Elwood Drive to Lincoln Way; then west along the centerline of Lincoln Way to the intersection with Thackeray Avenue;then north along the corporate 2 limits to Ontario Street;then west along Ontario Street to the west corporate limits;then north to the south line of the Union Pacific railroad tracks;then east along the south line of the Union Pacific railroad tracks, and along the north corporate limits to a point of intersection with North Dakota Avenue;then east and north along the corporate limits to the point of beginning. The First Ward is divided into voting precincts as follows: (1) First Ward,Precinct No.1 consists of that part of the First Ward demarcated by a line described as beginning at the intersection of South Riverside Drive with the southmost corporate limits of the city; then north along the centerline of South Riverside Drive, and the corporate limits of the city,to a point of intersection with the south line of the ISU Research Park; then west along said line to a point of intersection with Elwood Drive Extended;then north along the centerline of Elwood Drive Extended to a point of intersection with an abandoned railroad right-of- way;then southwest along the abandoned right-of-way to the south boundary of Wessex Apartment Complex;then west along the said south line of Wessex apartment complex and west along south line of Christofferson Park; then north along the west side of Christofferson Park to the centerline of Oakwood Road; then west along the centerline of Oakwood Road to the centerline of Green Hills Drive; then continuing north and easterly along the centerline of Green Hills Drive to a point of intersection with Elwood Drive; then north along the centerline of Elwood Drive to the point of intersection with US Highway 30;then east along US Highway 30 to the east line of the Youth Sports Complex and the east corporate limits;then south along the east corrorate limits to the south corporate limits,and then west along the south corporate limits to the point of beginning (2) First Ward,Precinct No.2 consists of that part of the First Ward demarcated by a line described as beginning at the intersection of Beach Avenue and Lincoln Way;then east along the centerline of Lincoln Way to the intersection with Walnut Avenue;then south along the centerline of Walnut Avenue to South Fifth Street;then east along the centerline of South Fifth Street to South Duff Avenue; then north along the centerline of South Duff to Southeast Second Street; then east along the centerline of Southeast Second Street to Kingsbury Avenue;then north along the centerline of Kingsbury Avenue to East Lincoln Way;then east along the centerline of East Lincoln Way to Interstate 35; then south along the west line of Interstate 35 and the east corporate limits to US Highway 30;then west along the north line of US Highway 30 to South Dayton Avenue then south along the centerline of South Dayton Avenue Extended and along the east border of the Cyclone Truck Stop;then west and north along the border of the Cyclone Truck Stop to US Highway 30;then west along the north line of US Highway 30 and following the corporate limits to South Sixteenth Street;then east along the south line of South Sixteenth Street to the corporate limits that bound South Dayton commercial/industrial development; then north along the border of the South Dayton commercial/industrial development; then west and south along the corporate limits to US Highway 30; then west along US Highway 30 to Elwood Drive; then north along the centerline of Elwood Drive to Mortensen Parkway; then west along the centerline of Mortensen Parkway to Beach Avenue; then north along the centerline of Beach Avenue to the point of beginning. (3) First Ward, Precinct No. 3 consists of that part of the First Ward which lies generally to the eastward side of a line of demarcation described as beginning at the intersection of Grand Avenue and Lincoln Way;then north along the centerline of Grand Avenue to East Seventh Street; then east along the centerline of East Seventh Street to Duff Avenue; then north along the centerline of Duff Avenue to East Sixteenth Street;then east along the centerline of East Sixteenth Street to Glendale Avenue;then south along the centerline of Glendale Avenue to East Thirteenth Street;then east along the centerline of East Thirteenth Street to the west boundary of the Eastgate commercial area;then north and east and north along the west boundary of the Eastgate commercial area;then continuing north along the west boundary of the North Dayton Industrial Development site; then east along the north boundary of the North Dayton Industrial Development site to Dayton Avenue;then north on Dayton Avenue to the Eagle's Loft Daycare Center;then west,north and east around the boundaries of the said day care center to Dayton Avenue;then north along the centerline of Dayton Avenue to the north boundary of the USDA complex;then east along said north boundary to Interstate 35;then south along the south line of Interstate 35 to East Thirteenth Street;then east to 3 the northeast comer of the Barilla property;then south along the east border of the Barilla property to East Lincoln Way;then west along the centerline of East Lincoln Way to Kingsbury Avenue;then south along the centerline of Kingsbury Avenue to Southeast Second Street; then west along the centerline of Southeast Second Street to South Duff Avenue;then south along the centerline of South Duff Avenue to South Fifth Street;then west along the centerline of South Fifth Street to Walnut Street; then north along the centerline of Walnut Street to Lincoln Way; then west along the centerline of Lincoln Way to the point of beginning. (4) First Ward,Precinct No.4 consists of that part of the First Ward bounded by a line described as beginning at the intersection of Grand Avenue and Seventh Street;then north along the centerline of Grand Avenue to Twentieth Street;then east along the centerline of Twentieth Street to Burnett Avenue;then south along the centerline of Burnett Avenue to Sixteenth Street;then east along the centerline of Sixteenth Street to Duff Avenue; then south along the centerline of Duff Avenue to Seventh Street;then west along the centerline of Seventh Street to the point of beginning. (5) First Ward,Precinct No.5 consists of that part of the First Ward bounded by a line described as beginning at the intersection of Grand Avenue and Twentieth Street; then north along the centerline of Grand Avenue to Twenty-fourth Street; then east along the centerline of Twenty-fourth Street to Jensen Avenue;then north along the centerline of Jensen Avenue to Luther Drive;then west and north along the centerline of Luther Drive to Twenty-Eighth Street,then west along the centerline of Twenty-Eighth Street to the centerline of Grand Avenue;then north along the centerline of Grand Avenue to the north corporate limits of the city; then east along the north corporate limits to the Skunk River;then north along the Skunk River to the north line of the DOT property;then easterly along the DOT property to the northeast comer of the DOT property;then south and westerly along the DOT property to the centerline of the Skunk River;then southerly along the centerline of the Skunk River to the north boundary of Inis Grove Park;then east and south along the northeast boundary of Inis Grove Park to the centerline of the Skunk River;then southeasterly along the centerline of the Skunk River to the north boundary of River Valley Park;then along the north and east boundary of River Valley Park to the centerline of East Thirteenth Street;then west along the centerline of East Thirteenth Street to Glendale Avenue;then north along the centerline of Glendale Avenue to East Sixteenth Street;then west along the centerline of East Sixteenth Street to Burnett Avenue;then north along the centerline of Burnett to Twentieth Street;then west along the centerline of Twentieth Street to the point of beginning. The Second Ward is divided into voting precincts as follows: (1) The Second Ward, Precinct No. 1 consists of that part of the Second Ward bounded by a line described as beginning at the intersection of Grand Avenue and the Union Pacific railroad tracks;then north along the centerline of said tracks to Thirteenth Street;then west along the centerline of Thirteenth Street to Squaw Creek; then northwesterly along the centerline of Squaw Creek to the intersection with the high voltage transmission lines;then north along the high voltage transmission lines to Twenty-Fourth Street;then east along the centerline of Twenty-Fourth Street to the Union Pacific railroad tracks;then south along said railroad tracks to Twentieth Street;then east along the centerline of Twentieth Street to Grand Avenue;then south along the centerline of Grand Avenue to the point of beginning. (4) Second Ward,Precinct No.4 consists of that part of the Second Ward bounded by a line described as beginning at a point on Dawes Drive that intersects with the north corporate limits of the city;then south along the centerline of Dawes Drive to Adams Street;then west along the centerline of Adams Street to Calhoun Avenue; then south along the centerline of Calhoun Avenue to Top-0-Hollow Road;then west along the centerline of Top-0-Hollow Road to Hoover Avenue;then south along the centerline of Hoover Avenue to Twenty-Fourth Street;then east along the centerline of Twenty-Fourth Street to Northwestern Avenue;then south along the centerline of Northwestern Avenue to Twentieth Street;then west along the centerline of Twentieth Street to the Union Pacific railroad tracks,then north along the centerline of the Union Pacific railroad right-of- way to the northern corporate limits;then easterly along the northern corporate limits to the point of beginning. (5) Second Ward,Precinct No.5 consists of that part of the Second Ward bounded by a line described as beginning at a point where the Union Pacific railroad tracks intersect Twenty- Fourth Street;then west along the centerline of Twenty-Fourth Street to the transmission lines;then south along the transmission lines to Squaw Creek;then westerly and northerly along Squaw Creek to the west corporate limits;then north along the west corporate limits to Bloomington Road;then east along Bloomington Road to George W.Carver Avenue;then north along George W.Carver Avenue to the north corporate limits;then east to the Union Pacific railroad tracks;then southeast along the Union Pacific railroad tracks to the point of beginning. The Third Ward is divided into voting precincts as follows: (1) Third Ward,Precinct No.1 shall consist of that part of the Third Ward bounded by a line described as beginning at the intersection of Lincoln Way and South Dakota Avenue;then south along the centerline of South Dakota Avenue to Mortensen Road;then east along the centerline of Mortensen Road to the east boundary of the apartment complexes south of Mortensen Road;then south along the east boundary of the apartment complexes to a point of intersection with US Highway 30; then northwesterly along US Highway 30 to the west boundary of the Sterling University apartment complex;then north to the south boundary of the Bentwood housing development;then west along the said south line to the west boundary of the Bentwood housing development;then north along the said west boundary to a point of intersection with Lincoln Way;then continuing north,east and south along the corporate limits back to Lincoln Way;then east along the centerline of Lincoln Way to the point of beginning. (2) Third Ward,Precinct No.2 shall consist of that part of the Third Ward bounded by a line described as beginning at the intersection of Lincoln Way and Beach Avenue;then south along the centerline of Beach Avenue to Greeley Street;then west along the centerline of Greeley Street to Pearson Avenue; then north and west along the centerline of Pearson Avenue to Sunset Drive;then west along the centerline of Sunset Drive to Ash Avenue;then south along the centerline of Ash Avenue to Knapp Street;then west along the centerline of Knapp Street to Hayward Avenue; then;north along the centerline of Hayward Avenue to Lincoln Way;then east along the centerline of Lincoln Way to the point of beginning. 5 (3) Third Ward,Precinct No.3 shall consist of that part of the Third Ward bounded by a line described as beginning at Lincoln Way and Hayward Avenue; then south along the centerline of Hayward Avenue to Knapp Street; then east along the centerline of Knapp Street to Welch Avenue;then south along the centerline of Welch Avenue to Storm Street;then east along the centerline of Storm Street to Ash Avenue; then south along the centerline of Ash Avenue to Mortensen Road;then west along the centerline of Mortensen Road to the southwest comer of the Ames Community School District property;then north along the west line of said school property to College Creek;then north and east along College Creek to State Street;then north along the centerline of State Street to Lettie Street;then west along the centerline of Lettie Street to Wilmoth Avenue; then north along the centerline of Wilmoth Avenue to Lincoln Way;then east along the centerline of Lincoln Way to the point of beginning. (4) Third Ward,Precinct No.4 shall consist of that part of the Third Ward bounded by a line described as beginning at the intersection of Wilmoth Avenue and Lincoln Way;then south along the centerline of Wilmoth Avenue to Lettie Street;then east along the centerline of Lettie Street to State Avenue;then south along the centerline of State Avenue to College Creek;then southwesterly along the centerline of College Creek to the corporate limits; then following the corporate limits westerly and southerly to Mortensen Road; then west along the centerline of Mortensen Road to South Dakota Avenue;then north along the centerline of South Dakota Avenue to Lincoln Way;then east along the centerline of Lincoln Way to the point of beginning. (5) Third Ward,Precinct No.5 shall consist of that part of the Third Ward bounded by a line described as beginning at Beach Avenue and Greeley Street;then west along the centerline of Greeley Street to Pearson Avenue;then north and west along the centerline of Pearson Avenue to Sunset Drive;then west along the centerline of Sunset Drive to Ash Avenue;then south along the centerline of Ash Avenue to Knapp Street;then west along the centerline of Knapp Street to Welch Avenue; then south along the centerline of Welch Avenue to Storm Street; then east along the centerline of Storm Street to Ash Avenue; then south along the centerline of Ash Avenue to Mortensen Road;then west along the centerline of Mortensen Road to the southwestern comer of the school property;then south and easterly along the south corporate limits to Green Hills Drive;then north and east along the centerline of Green Hills Drive to Elwood Drive; then north along the centerline of Elwood Drive to Mortensen Road;then west along the centerline of Mortensen Road to Beach Avenue;then north along the centerline of Beach Avenue to the point of beginning. The Fourth Ward is divided into voting precincts as follows: (1) Fourth Ward,Precint No.1 shall consist of that part of the Fourth Ward bounded by a line described as beginning at the intersection of Lincoln Way and Colorado Avenue;then north along the centerline of Colorado Avenue to West Street;then west along the centerline of West Street to Franklin Avenue;then north along the centerline of Franklin Avenue to Oakland Street;then east along the centerline of Oakland Street to Hyland Avenue;then north along the centerline of Hyland Avenue to Clear Creek;then westerly along the centerline of Clear Creek to North Dakota Avenue; then north along the centerline of North Dakota Avenue to Ontario Street; then west along the centerline of Ontario Street to Idaho Avenue; then north along the centerline of Idaho Avenue extended and along the lot line between 1526 and 1532 Idaho,to the Union Pacific railroad tracks; then northwest along the Union Pacific railroad tracks to the west corporate boundary;then south along the west corporate boundary to Ontario Street;then east along the centerline of Ontario Street to the Amethyst Place housing development and the west corporate limits;then south along the west corporate limits to Lincoln Way;then east along Lincoln Way to the point of beginning. (2) Fourth Ward,Precinct No.2 shall consist of that part of the Fourth Ward bounded by a line described as beginning at the intersection of Ontario Street and North Dakota Avenue;then south along the centerline of North Dakota Avenue to Clear Creek; then northeasterly along the centerline of Clear Creek to the confluence with Squaw Creek;then northwesterly along the centerline of Squaw Creek to the corporate limits;then following the corporate limits south and west to the point of intersection with Idaho Avenue extended and along the lot line between 1526 and 1532 Idaho,and the Union Pacific railroad tracks;then south along the centerline of Idaho Avenue to Ontario Street; 6 then east along Ontario Street to the point of beginning. (3) Fourth Ward,Precint No.3 shall consist of that part of the Fourth Ward bounded by a line described as beginning at the intersection of Lincoln Way and Sheldon Avenue;then north and northwest along the centerline of Sheldon Avenue to Oakland Street; then west along the centerline of Oakland Street to Franklin Avenue;then south along the centerline of Franklin Avenue to West Street;then east along the centerline of West Street to Colorado Avenue; then south along the centerline of Colorado Avenue to Lincoln Way;then east along the centerline of Lincoln Way to the point of beginning. (4) Fourth Ward,Precinct No.4 shall consist ofthat part of the Fourth Ward bounded by a line described as beginning at intersection of Lincoln Way and Knoll Road;then north along the centerline of Knoll Road to Union Drive; then northeast along the centerline of Union Drive to Wallace Road;then east and south along the centerline of Wallace Road to College Creek;then east along the centerline of College Creek to Elwood Drive;then south along the centerline of Elwood Drive to Lincoln Way;then west along the centerline of Lincoln Way to the point of beginning.
