Subject: Reprecincting
Dave Grabe, Tribune reporter, has left a phone message asking for the "time-line"on city reprecincting. This is
to let you know before I call him back.
The statutory time-line for reprecincting is stated in section 49.7 Code of Iowa. The City Council is to make the
changes in precincts "... as soon as possible after the redistricting of congressional and legislative districts
become law.", but"... not later than sixty daysafter the ...legislative districts become law , or September 1 of the
year immediately following each year in which the federal decennial census is taken, whichever is later.". So,
Seprtember 1, 2001 is thae satutory dealine for completion of reprecincting. If the City Council fails to make
that deadline, The Iowa Secretary of State is required to determine the new precincts and assess the costs of
doing so tho the City.
The new prcincts are: "... effective on January 15 of the second year following the year in which the census
was taken ...". So, the new precincts will not be in effect for the November 2001 election or any other election
occurring before January 15, 2002.
