RE: Ames Precinct &Ward plan
I have reviewed the Ames repreclucting plan submitted on August 30, 2001, and make the following
observations regarding the proposed precinct and ward descriptions in ordinance 3625 and the precinct
and ward map provided by the city:
1_ Various minor discrepancies exist within the descriptions for Ward 1 (Pet. 2 and 5), Ward 2 (Pct_ 2),
Ward 3 (Pet. 2 and 5), Ward 4, and Ward 4 (Pct. 2). These discrepancies include incorrect or Trussing
Street types (e.g., Street, Avenue, Drive), incorrect boundary directions (e.g., east,west, etc.), and
incorrect street names. See edits on attached copy of precinct and ward descriptions.
If the various changes I have suggested are incorrect,then the city should provide additional
documentation and detailed maps to support the information contained in their proposed precinct and
ward plant. I have used the Census Bureau TIGER files, Iowa DOT road maps, and various other
sources to corroborate the precinct boundary feature names provided by the city.
2. It should be noted that the Census Bureau's TIGER files indicate three small, zero-population,non-
contiguous pieces of city territory near the intersection of Oakwood Road and Timberland Road(see
attached trap). Given the map and precinct descriptions provided by the City, it appears these non-
contiguous pieces are not included within Ward 3, and therefore Ward 3 is composed of contiguous
territory.
3. If the city agrees with the suggested changes to the precinct and ward descriptions, then I reeonunend
approval of the plan,after the city provides an amended copy of the Ordinance.

AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY OF
AMES, IOWA, BY REPEALING SECTIONS 6.4 THROUGH 611 AS THEY
NOW EXIST AND ENACTING NEW SECTIONS 6.4 THROUGH 6.11 FOR
THE PURPOSE OF ESTABLISHING BOUNDARIES FOR WARDS AND
PRECINCTS; REPEALING ANY AND ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT TO THE EXTENT OF SUCH CONFLICT;
PROVIDING A PENALTY;AND ESTABLISHING AN EFFECTIVE.DATE-
BE IT ENACTED,by the City Council for the City of Arises,Iowa,that:
Section One. The Municipal Code of the City of Ames, Iowa shall be and the same is hereby amended by
repealing sections 6.4 through 6.11 and enacting new sections 6.4 through 6.11 as follows
"Sec.6-4. FIRST WARD DESCRIBED.
The First Ward consists of that part of the City of Ames which lies easterly of a line of
demarcation described as beginning at a point where the south most corporate limits intersect South
Riverside Drive, and them running north along the centerline of South Riverside Drive and the
corporate limits to a point of intersection with the south line of the ISU Research Park;then west
along said line to a point of intersection with Elwood Drive Extended,them north on Elwood Drive
Ext,to a point of intersection with an abandoned railroad right-of--way; then southwest along the
abandoned railroad right-of-way to the south boundary of the Wessex apartment complex;then west
along the said south line of Wessex apartment complete and west along the south litre of
Christofferson Park;them north along west side of Christofferson,Park to the centerline of Oakwood
Road;then west along the centerline of Oakwood Road to the centerline of Green Hills Drive;then
continuing north and easterly along the centerline of Green Hills Drive to a point of intersection with
Elwood Drive; then north along the centerline of Elwood Drive to the point of intersection with
Mortensen Road;then west along the centerline of Mortensen Road to Beach Avenue;then north
along the centerline of Beach Avenue to Lincoln Way;then east along the centerline of Lincoln Way

boundary of the North Dayton Industrial Development site;then east along the north boundary of the
North Dayton Industrial Development site no Dayton Avenue;then north along the centerline of
Dayton Avenue to the Eagle's Loft Child Care Center; and then along the south, west and north
boundaries of the Eagle's Loft Child Care Center to the centerline of Dayton Avenue;then north
along
the centerline of Dayton Avenue to the north litre of the USDA.complex;then east along said
north border to Interstate 35;then,south along the west line of Interstate 35,following the corporate
limits to the northern boundary of the Union Pacific railroad tracks;then west,south and east along
said railroad tracks across Interstate 35 to the west boundary of the Barilla property; then north and

centerline of Stange Road to Parnmel Drive; then east along the centerline of Pammel Drive to
Wallace Road; then south along the centerline of Wallace Road to College Creek;then east along
College Creels to Elwood Drive;then south along the centerline of Elwood Drive to the intersection
with Lincoln Way; then east along the centerline of Lincoln Way to the intersection with Grand
Avenue;then north along the centerline of Grand Avenue to Twenty-Fourth,Street;then east along
the centerline of Twenty-Fourth Street to Jensen Avenue;then north along the centerline of Jensen
Avenue to Luther Drive;then west and north along the centerline of Luther Drive to Twenty-Eighth
Street;then,west along the centerline of Twenty-Eighth Street to Grand Avenue;then north along the
centerline of Grand Avenue to a point on the north corporate limits of the city; then following the
corporate limits west and south to the point of beginning_

The Third Ward consists of that part of the City of Antes lying south and west of a line of
demarcation described as beginning at the point where the westernmost corporate lirnits of the City,
as said limits are now or hereafter established, intersect with Lincoln Way;then south and easterly
along the west corporate limits to the north line of US Highway 30;then east along the north line of
US Highway 30 to the east border of the Meadowwood Apartment Complex;then north and east and
south along the corporate limits to the south corporate limits;then east and south along the corporate
limits to Zumwalt Station Road;then east along the south corporate lirnits to the intersection of Green
Hills Road and Oakwood Road; then north and east along the centerline of Green Hills Drive to
Elwood Drive;then,north along the centerline of Elwood Drive to Mortensen Road;then west along
the centerline of Mortensen Road to Beach Avenue;then north along the centerline of Beach Avenue
to Lincoln Way;then west along the centerline of Lincoln Way, and along the corporate limits to
the point of beginning.

The Fourth Ward consists of thatpart of the city bounded by a line of demarcation described

south along the east boundary of the apartment complexes to a point of intersection with US Highway

apartment complex;then north to the south boundary of the Bentwood housing development;then
west along the said south line to the west boundary of the Bentwood housing development;then nosh
along the said west boundary to a point of intersection with Lincoln Way;then continuing north,east
and south along the corporate limits back to Lincoln Way;then east along the centerline of Lincoln
Way to the point of beginning.
(2) Third Ward,Precinct No_2 shall consist of that part of the Third Ward bounded
by a line described as beginning at the intersection of Lincoln Way and Beach Avenue;then south
