HomeMy WebLinkAboutA018 - Council Action Form dated February 14, 2006 0 4 ITEM # d a*b DATE 02/14/06 COUNCIL ACTION FORM SUBJECT: REVISIONS TO THE URBAN REVITALIZATION CAMPUSTOWN CRITERIA MATRIX BACKGROUND: On October 9, 2001, the Ames City Council established the Campustown Urban Revitalization Area and the Plan. The Campustown Urban Revitalization Area and Plan (CURP) have been established because the rehabilitation, conservation, redevelopment, and economic development of this area are in the interest of public health, safety, and welfare of the residents of Ames. The Criteria Matrix of the Plan is used to guide the City Council decisions regarding tax abatement in the Campustown Urban Revitalization Area. The Campustown Urban Revitalization Area is located within the University Impacted Area (UTA), for which a Sub-Area Plan has been prepared (see Attachment A). This Council Action Form addresses the following changes to the Campustown Criteria Matrix to make it consistent with the Sub-Area Plan for the University Impacted Area: Delete from the eligibility criteria the use of stone, pre-cast concrete, and concrete block with relief. The criteria for receiving partial property tax abatement allows 100% of the front and 80% of the three remaining sides of the building to be faced with stone, precast concrete, or concrete block with relief. However, stone, pre-cast concrete, and concrete block as exterior building materials are not compatible with the prevailing characteristics in Campustown. Concrete is the primary material on only 13% of the existing buildings. Stone and concrete block appear as an exterior material on less than 10% of buildings. Eliminating these materials for eligibility for the tax abatement will ensure that exterior building materials to be used for new construction are compatible in the University Impacted Area. Add criteria so that a project is eligible if: • The building on the site was originally built before 1941; and also • This building will remain substantially intact; and also • Historic materials and designs are preserved and/or restored. This change to the CURP would use this financial incentive to more effectively support the preservation and adaptive reuse of buildings with potential historic value. Since at this time the City has no design standards by which to measure historic material and design, it would be up to the applicant to provide convincing documentation that the proposed project qualifies. To qualify for abatement under this provision, the Historic Preservation Commission would review each project and its documentation and the City Council would approve each project individually. Attachment B shows the Campustown Criteria Matrix with these changes, as well as revised wording to clarify the criteria under "signage." Recommendation of the Planning & Zoning Commission. At its meeting of May 18, 2005, with a vote of 5-0, the Planning and Zoning Commission recommended that the City Council initiate all of the proposed changes to the Campustown Urban Revitalization Plan. Recommendation of the Historic Preservation Commission. At its meeting of May 23, 2005, with a vote of 6-0, the Historic Preservation Commission recommended that the City Council initiate all of the proposed changes to the Campustown Urban Revitalization Plan. ALTERNATIVES: 1. The City Council can approve the proposed changes to the Campustown Criteria Matrix, direct staff to prepare these revisions to the Campustown Urban Revitalization Plan, and set a date of public hearing of March 28, 2006. 2. The City Council can approve the proposed changes to the Campustown Criteria Matrix with modifications, direct staff to prepare these revisions to the Campustown Urban Revitalization Plan, and set a date of public hearing of March 28, 2006. 3. The City Council can deny the proposed changes to the Campustown Criteria Matrix. 4. The City Council can refer this item back to City staff for additional information. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1, which approves all of the proposed changes to the Campustown Criteria Matrix, directs staff to prepare the revisions to the Campustown Urban Revitalization Plan, and sets a date of public hearing of March 28, 2006. These changes will help implement the Sub-Area Plan for the University Impacted Area and make the Campustown Criteria Matrix consistent with it.
