The property currently known as 132 Hayward and 2517 Chamberlain holds two single family dwellings originally built around 1925 and since were added on to, divided and partially demolished,now converted into 5 rental units. The parking area is gravel and positioned over the foundation of a demolished warehouse,causing drainage to be directed towards the structures. The property is somewhat dysfunctional and certainly is not developed or utilized to its full potential for the area. Our goal in purchasing the property is to remove the existing buildings and build a new multi-story parking,commercial and residential structure(see attachment)that would greatly revitalize the corner. The property is located in the Downtown/Campustown Service Center(DCSC)zoning district within the city's Urban Core and University Impacted overlay district. We have met with the city staff to review our proposed project and have a letter of approval from them allowing us to proceed with our building and site concept. In continuing the design process and evaluating the feasibility of our proposed structure, it is apparent that tax abatement is necessary to economically make the project successful. When discussing this with Mark Reinig in the Planning and Housing Department,he made us aware that our site is not in an area currently available to any urban revitalization considerations. We are requesting Council to work with staff in establishing urban revitalization criteria for this area or to allow development to be considered in a case by case basis as is much of the rest of Ames. In order to maintain our desired schedule of a fall start,we would like input from you as quickly as possible. Campustown needs revitalization and should be moved to a priority as you have successfully done with the downtown area and street improvements in the past along Welch in campustown. Participation by the City of Ames in infrastructure improvements, tax relief,grants or low interest loans will help to spur a revitalization of properties in this area.
