HomeMy WebLinkAboutA004 - Council Action Form dated October 9, 2001 r + ITEM #: DATE: 10/09/01 COUNCIL ACTION FORM SUBJECT: MOTION TO CHANGE THE ZONING FOR TWO PARCELS OF LAND LOCATED AT 1607 EAST LINCOLN WAY FROM GOVERNMENT/AIRPORT (S-GA) TO GENERAL INDUSTRIAL (GI). BACKGROUND: The subject property in question are two remnant parcels of land that was once owned by the City of Ames but was recently transferred in ownership to the applicant. These parcels, Lots 2 and 3 of the Landfill Addition in the City of Ames, are generally located on the north side of Lincoln Way, directly south of the municipal utility landfill area (see maps titled, "Location Map" and 'Application for Rezoning'). The parcels are currently vacant in their land use status. These parcels were once part of the City-owned landfill area, but now serve no functional purpose for the City of Ames. The applicant has recently purchased these remnant parcels in order to develop the land in conjunction with the development that currently resides at 1607 East Lincoln Way. A zone change from Government/Airport (S-GA) to General Industrial (GI) would allow for the further intensification of General Industrial development in the area (see map titled, "Proposed Zoning Map'). Water. A 12-inch service line runs along the south side of 1607 East Lincoln Way. This water line can adequately service the general industrial uses on the subject parcels. Sanitary Sewer. A 27-inch sanitary sewer also runs along the south side of 1607 East Lincoln Way and can adequately service general industrial uses on the subject parcels. Storm Sewer. A 27-inch storm sewer that runs along East Lincoln Way adequately services the subject parcels. Electric. The subject parcels can be adequately serviced by municipal electric services. Emergency Response. The subject parcels fall into the five (5) minute response time goal of the City of Ames. Access/Traffic Impact. The subject parcels are currently unimproved but have adequate access to East Lincoln Way. Existing access to the subject parcels is from the existing use at 1607 East Lincoln Way. A change in use from their current vacant status to an intensification of the existing General Industrial use could pose an increase to traffic flows on the East Lincoln Way and surrounding street networks. , The existing zoning designation, S-GA, allows for only government uses. General Industrial zoning will allow for greater intensification of the existing general industrial use, and thus could increase traffic counts. At this time, it is not recommended that a traffic study be prepared. However, if or when the parcels are redeveloped, or when a use change on the property occurs, a traffic study may be a requirement of the City's Development Review Committee. A zoning permit for future development on the subject property will not be granted if the Development Review Committee finds that traffic impacts are not properly mitigated. Zoning Districts. The pattern of existing zoning of the subject property and the properties adjacent to the subject property is as follows (see map titled, "Existing Zoning Map'): Subject Property S-GA (Government/Airport) North of Subject Property General Industrial (GI) East of Subject Property General Industrial (GI) South of Subject Property General Industrial (GI) West of Subject Property General Industrial (GI) Land Use Policy Plan (LUPP). The Future Land Use Map of the Land Use Policy Plan designates the subject property and surrounding area as General Industrial (see attached Land Use Policy Plan Map). This rezoning request is consistent with the Land Use Policy Plan Map. Vision statements found in the appendix of the Land Use Policy Plan state that, "[There shall be a] Provision of adequate transitional and intensification areas and the assurance of compatibility between differing uses and new and existing uses." (Page 123, LUPP). In addition, Goal 2.C. of the plan states, "Ames seeks a development process that achieves greater compatibility among new and existing development." (Page 25, LUPP). By intensifying the remnant parcels that are a vacant land use, the applicant will be developing similar facing land uses to those land uses across the street. Developing the vacant parcel as GI provides for efficient land development. The request to rezone the subject property would meet this goal. Furthermore, Goal 5.C. of the Land Use Policy Plan states, "Ames seeks the continuance of development in emerging and infill areas where there is existing public infrastructure and where capacity permits." (Page 27, LUPP). The subject parcels are situated in an ideal location for industrial intensification and rezoning them to General Industrial would be consistent with this goal. RECOMMENDATION OF THE PLANNING & ZONING COMMISSION: The Planning and Zoning Commission reviewed this request at their meeting of September 19, 2001 and approval was recommended. 2 ALTERNATIVES: 1. The City Council can approve this request to rezone the remnant parcels of property located at 1607 East Lincoln Way from S-GA (Government/Airport) to General Industrial (GI). 2. The City Council can deny this request to rezone the remnant parcels of property located at 1607 East Lincoln Way from S-GA (Government/Airport) to General Industrial (GI). 3. Action on this request can be postponed and referred back to City staff and/or the applicant for additional information. RECOMMENDED ACTION: The request to change the zoning designation on the subject property represents a zoning boundary adjustment that is consistent with the Land Use Policy Plan's goals and objectives. The change in the zoning designation of this property will result in the similar uses of property being located across the street from each other and a further intensification of general industrial land resources. The rezoning of this parcel of land represents the same redrawing of zoning boundaries that were made in the past when government land was sold to private land investors. The request to rezone the subject property to General Industrial is consistent with the pattern of development in the area and is the appropriate land use designation for the area. It is recommended that Alternative #1 be adopted. Alternative #1 is approval of this request to rezone the remnant parcels of property located at 1607 East Lincoln Way from S-GA (Government/Airport) to General Industrial (GI).
