COUNCIL ACTION FORM
SUBJECT: PARKING PROHIBITIONS ON SAPPHIRE CIRCLE IN THE COUNTRY
MEADOWS 2ND ADDITION
BACKGROUND:
During the review of the Country Meadows 2"d Addition, staff worked with developers on
plans to designate parking prohibitions along one side of the newly proposed cul-de-sac
street — Sapphire Circle - within this subdivision. These plans include prohibiting
parking along the west side of Sapphire Circle from Onyx Street south to the radius of
the circle. It should be noted that the parking prohibitions proposed for this cul-de-sac
are consistent with ones approved in the past in other subdivisions that call for providing
the desired street widths for the safe passage of traffic and emergency vehicles. Along
these local streets, parking is proposed along only one side of the 26' wide street to
provide a safe street width for traffic.
As noted above, past practice has been to designate parking prohibitions along new
subdivision streets with typical widths of 26' and 31' for traffic safety purposes. Since
Sapphire Circle in the Country Meadows 2"d Addition has a 26' street width, it is
appropriate to prohibit parking along one side of the street to accommodate a two-way
traffic flow. If parking were allowed on both sides of the street, the available street width
for traffic would be reduced to 15', or one lane of travel. This would not only create a
hazardous situation for traffic, but also would restrict access by emergency vehicles.
ALTERNATIVES:
1. Prohibit parking on the west side of Sapphire Circle from Onyx Street south to
the radius of the circle.
2. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number 1, thereby, directing the City Attorney to draft an ordinance prohibiting parking
on the west side of Sapphire Circle from Onyx Street south to the radius of the circle
