COUNCIL ACTION FORM
SUBJECT: MOTION TO APPROVE THE REZONING OF PROPERTY, LOCATED AT
2919 NORTHWOOD DRIVE, FROM GOVERNMENT/AIRPORT (S-GA) TO RESIDENTIAL
LOW DENSITY (RL).
BACKGROUND:
Staff request. The subject area under consideration is located at 2919 Northwood Drive,
at the southwest corner of the intersection of Northwood Drive and Duff Avenue. (See map
titled "Zone Correction Map".)
This subject property was incorrectly zoned when the zoning map was approved by City
Council on May 1, 2000. The parcel should have been zoned as Residential Low Density
(RL) because it is a privately owned residential land use. A drafting error lead to the
misrepresentation of this property when it was presented for final map adoption by City
Council.
ANALYSIS.
Land Use. Adjacent land uses are similar to the subject property. The properties to the
north, east, and south are single-family homes. The subject property is adjacent to a school
on its west property line.
Zoning. The property is adjacent to other land uses that are zoned Residential Low
Density. The property is adjacent to a Government/Airport (S-GA) zone to the west. (See
map titled "Zone Correction Map".)
Land Use Policy Plan (LUPP) Goals and Policies. The zone change request is
consistent with the Land Use Policy Plan.
RECOMMENDATION:
The recommendation to change the zoning for this parcel of property would bring the uses
on the property into zoning conformance. Currently, the uses on the subject property are
"non-conforming" to the Government/Airport Zone.
RECOMMENDATION OF THE PLANNING & ZONING COMMISSION:
The Planning and Zoning Commission reviewed this rezoning proposal at their meeting of
May 16, 2001 and approval was recommended.
ALTERNATIVES:
1. The City Council can approve the rezoning of the property located at 2919 Northwood
Drive from Government/Airport (S-GA) to Residential Low Density (RL).
2. The City Council can deny the rezoning of the property located at 2919 Northwood
Drive from Government/Airport (S-GA) to Residential Low Density (RL).
3. Action on this request can be postponed and referred back to City staff for additional
information.
RECOMMENDED ACTION:
It is recommended that Alternative #1 be adopted. This action will correct the error made
on the zoning map and approve the rezoning of the property located at 2919 Northwood
Drive from Government/Airport (S-GA) to Residential Low Density (RL).
